On the afternoon of October 8, in Ngoc Lac district, the Standing Committee of the Provincial Party Committee held a conference to unify the coordination mechanism in advising, directing, and implementing solutions to prevent and resolve incidents of citizens gathering in large numbers to the headquarters of provincial and district-level agencies, departments, and branches to file complaints, causing insecurity and disorder in 11 mountainous districts. Attending the conference were members of the Provincial Party Standing Committee: Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Committee; Mai Xuan Liem, Vice Chairman of the Provincial People's Committee; Major General Tran Phu Ha, Director of the Provincial Police; representatives of leaders of provincial departments, agencies, branches and mass organizations; and leaders of 11 mountainous districts in the province.

In recent times, the Standing Committee of the Provincial Party Committee has strengthened leadership and direction of Party executive committees, Party delegations, departments, branches, Fatherland Front, provincial-level organizations, district, town, city Party Committees, and affiliated Party Committees in organizing and implementing solutions to prevent and resolve mass and complicated complaints among the people in the province.

The heads of Party committees and authorities at all levels, heads of agencies, departments and functional branches have done a good job of receiving people periodically and suddenly, promptly grasping their thoughts and aspirations, listening to people's suggestions and reflections; directly dialogued with people in complicated cases to resolve pressing issues that led to complaints. From 2023 to now, the heads of Party committees at all levels have received 3,245 people about 1,812 cases...

The work of receiving citizens, handling complaints and denunciations at departments, branches, sectors, districts, towns and cities has received more and more attention, ensuring regular and timely explanation, guidance, reception and handling of petitions according to regulations; coordination between agencies and units has been closely implemented, effectively handling mass and complicated petitions. Coordination between provincial departments, branches and sectors with each other and with Party committees and authorities of districts, towns and cities in preventing and handling petitions has been closely implemented.

At the conference, delegates discussed and clarified difficulties, obstacles, shortcomings, shortcomings and limitations in leadership and direction of prevention, coordination and resolution of potential and ongoing complaints; shared experiences and effective practices through practical leadership and direction at localities and units; and proposed solutions to improve the effectiveness of coordination, prevention and resolution of complaints and mass gatherings in the province in the coming time.

Speaking at the conference, the Standing Deputy Secretary of the Provincial Party Committee acknowledged, commended and highly appreciated the proactive and timely spirit of the Provincial Police in assessing the situation, advising the Provincial Party Committee Standing Committee to issue documents and organize a conference to unify the coordination mechanism in advising, directing and implementing solutions to prevent and resolve incidents of mass gatherings and complaints that disrupt security and order.

He pointed out: Thanh Hoa is a large province with a large population and a large area. In recent years, it has had a high economic growth rate, many large projects, projects of national, regional and provincial importance have been implemented... but the political security situation and social order and safety in the province are very stable. Although there have been complicated, crowded and over-level complaints, with the nature of a large province, developing its economy, reclaiming land to implement large projects... these cases are still under the control of the Party Committee, the government and law enforcement agencies in the province.

The work of receiving people and resolving complaints of citizens in the province has had many positive changes. In particular, the awareness of all levels and sectors about the work of receiving people and resolving complaints of citizens has been increasingly raised, considering it a key task. The responsibility of periodically receiving people of the heads of Party committees and authorities has become a routine and is strictly followed, becoming a regular work of the leaders of Party committees and authorities from the province to the grassroots.

The Party Committee and the government have resolutely directed specialized agencies to focus on resolving complaints and denunciations within their authority; the situation of pushing and avoiding has been fundamentally overcome; petitions that go beyond the level of authority have also decreased significantly.

Focused on directing the resolution of many complicated and prolonged complaints, contributing to stabilizing the situation at the grassroots level; the work of mediation in resolving complaints and denunciations has been given attention and promoted. Complaints and denunciations of a complicated nature, involving large numbers of people, and involving higher levels in some localities have been proactively and decisively handled by the provincial sectors, coordinating and guiding the Party Committees and authorities to find solutions from the beginning, so the situation has been controlled, ensuring security and order in the localities and the whole province.

The Standing Deputy Secretary of the Provincial Party Committee pointed out the forecasts and potential risks that could lead to large gatherings of people to file complaints, causing disruption to public order and security in the coming time; at the same time, he requested Party committees and authorities at all levels, first of all the Party Secretaries and Chairmen of People's Committees at all levels, and heads of sectors and fields to take responsibility for leading, directing and implementing the work of receiving people and resolving complaints and denunciations of citizens; this must be identified as an important and regular political task.

Party secretaries, chairmen of people's committees at all levels, heads of branches, agencies and units must directly receive citizens and must directly lead and direct the work of resolving citizens' complaints and denunciations in their localities, agencies and units and be responsible to superiors and the law for this work. It is necessary to strictly implement the schedule of receiving citizens periodically, to listen to people's reflections on their thoughts, concerns, recommendations and proposals for timely resolution. Linking citizen reception with direction, thoroughly resolving citizens' complaints and denunciations and monitoring and urging the case to the end, until there are results. Along with receiving citizens, it is necessary to dialogue with people, mobilize and persuade people to strictly implement the laws of the State and policies of the province and locality.

When complaints and denunciations arise at agencies, units, and localities, the Party Secretary, Chairman of the People's Committee, and heads shall resolutely direct specialized agencies and competent agencies to resolve them objectively and in accordance with the law, without avoiding or shirking responsibility; and resolve citizens' reflections and recommendations in a reasonable and sympathetic manner.

Any complaint from the people must be accepted, considered and resolved, and must not be pushed aside or avoided, causing frustration and tension among the people. When a complaint arises from a large number of people and is complicated, the Party Secretary, the Chairman of the People's Committee at all levels, and the head of the agency or unit must directly direct the clarification of the content and cause, and comprehensively consider the legal aspects and practical situation to direct the resolution. At the same time, it is necessary to organize a public dialogue with the complainant to listen and have more information to direct the resolution of the case to ensure understanding and reason.

To advise the Provincial Party Committee and the Provincial People's Committee to effectively resolve complaints and denunciations in the province, it is recommended that the Provincial Party Committee's Internal Affairs Committee take the lead in coordinating with relevant agencies to advise the Standing Committee and the Provincial Party Committee to do a good job of receiving people, resolving complaints and denunciations, especially the coordination mechanism in leadership and direction.

Propose that the Provincial Inspectorate preside over and coordinate with sectors, districts, towns and cities to synthesize complicated, crowded, and high-level complaints and lawsuits that are at risk of becoming hot spots to specifically and thoroughly study each case on the basis of legal regulations, thereby advising on a definitive resolution, especially cases related to land, site clearance, environment, etc.

The provincial police preside over and coordinate with relevant agencies to grasp the situation, direct the strict handling of extremist actions, incite mass petitions, incite disturbances, and resist law enforcement officers in mass petitions, especially cases that are at risk of becoming hot spots for security and order. Direct the police of districts, towns, and cities to proactively grasp the situation and advise the Party Committee and authorities to resolve mass petitions in the locality, not to be passive or surprised; promptly prevent the incitement of bad elements who take advantage of petitions to sabotage the authorities, causing disruption to security and order in the locality. Along with that, there are solutions to resolve the situation of many people joining together to petition in large numbers, bypassing the authorities.

The Fatherland Front and political organizations must strengthen the supervision of citizen reception and complaint settlement; supervise the settlement of complaints and denunciations for cases that the Fatherland Front and political organizations transfer to competent authorities. Along with that, the Fatherland Front and organizations must do a good job of propaganda and mobilization of people to comply with regulations in handling complaints and denunciations, comply with the law on complaints and denunciations, not gather in large crowds, not listen to incitement and provocation. Strengthen the work of reconciliation, dialogue, mobilization and persuasion of citizens; put an end to untrue complaints and denunciations, and deliberately not comply with regulations on handling complaints and denunciations when they are in accordance with the law.

The Provincial Party Committee's Propaganda Department and the Department of Information and Communications direct local press agencies to provide information on complaints and denunciations in an accurate, timely, honest and objective manner, contributing to orienting public opinion and supporting the work of receiving and resolving citizens' complaints and denunciations.

The Standing Deputy Secretary of the Provincial Party Committee stated: The coordination mechanism for resolution must be under the leadership and direction of the Party Committee, directly and regularly the Standing Committee of the Party Committee and the Standing Committee of the Party Committee. In which, the internal affairs agency, the police agency, and the inspection agency are the core to advise, coordinate in resolving and ensuring the situation; at the same time, there is the active participation of the Fatherland Front and its member organizations.
