2024 is identified as the year to accelerate the implementation of projects serving the socio -economic development of the province. Therefore, the province has directed departments, branches, sectors and localities to review and clearly identify key project groups to focus on implementation, while flexibly applying mechanisms and policies, resolutely and urgently clearing land, gradually investing in completing the infrastructure system, attracting investment, creating momentum for rapid and sustainable economic growth.

Resolutely land acquisition

Identifying site clearance as one of the important factors to remove "bottlenecks" and "barriers" in the process of improving the investment and business environment according to the breakthroughs identified by the province in the 2020-2025 term, the province has directed synchronous and drastic solutions to effectively implement, ensuring the handover of clean and on-schedule sites to serve the construction of works and projects in the area. In particular, the Provincial Party Committee has established a Steering Committee for key projects in the area, established working groups to inspect the actual situation in localities to grasp the situation, remove difficulties, speed up the progress of site clearance for key projects, and ensure clean sites for construction units.

Under the leadership and direction of the province, relevant departments and branches have basically completed the issuance of documents under their authority, specifying new regulations on land, compensation, and resettlement support according to the 2024 Land Law. At the same time, directing the Department of Natural Resources and Environment and the People's Committees at district level to review, consolidate, strengthen capacity, and reorganize Land Registration Offices at all levels; inspect, monitor, supervise, and urge timely removal of obstacles, assigning responsibilities to each level and branch in performing tasks, especially the heads; promoting administrative reform, resolutely implementing and completing the progress of investment in key infrastructure...

In localities, the land acquisition work has been carried out seriously and resolutely with the participation of the entire political system. The People's Committee at the district level has directed the Compensation Council for Land Acquisition to increase human resources, focus on resolving existing problems and difficulties, hand over land to construction contractors; coordinate with relevant departments and branches to promptly and thoroughly resolve "bottlenecks" in the land acquisition work. The People's Committees of districts, cities and towns have promoted information, propaganda, and timely publicization of land acquisition information to people and organizations to help them understand their roles and responsibilities, coordinate, and comply with instructions and regulations.

In Thanh Ba district, to create a clean land fund to attract investment and implement projects, the land acquisition work has always been of interest to the district, with drastic and specific direction. Comrade Nguyen Trung Hoc - Head of the district's Department of Natural Resources and Environment said: Thanh Ba has consolidated and assigned tasks to members of the Steering Committee and the Compensation Council for Land Acquisition; regularly reviewed and developed progress plans for each project and each specific case, classified them according to levels from difficult to easy to proactively take effective measures in land acquisition; strictly implemented the announcement and publicization of planning information for works and projects requiring land acquisition. Currently, the district is implementing compensation for land acquisition, support and resettlement for 25 projects, with a total of nearly 1,500 affected land users. Approved compensation plan for 917 users with amount of over 124 billion VND, paid to about 1,000 users the amount of over 110 billion VND, recovered area of ​​nearly 80 hectares.

GPMB implements the Resettlement Area Project for the natural disaster area of ​​Lien An, My Luong commune, Yen Lap district.

Along with Thanh Ba, localities in the whole province have also made great efforts in implementing land acquisition and clearance to deploy key projects and works... Up to now, compensation and land acquisition work has been focused on, handing over over 200 hectares to key projects, including adding 50 hectares of industrial park land, 65 hectares of industrial cluster land, 74 hectares of land to implement Tam Nong 1, 2 Golf Course project; approving the investment policy of 2 industrial clusters. At the same time, directing to speed up the progress of the group of 10 key projects and removing difficulties and obstacles of the group of 8 projects with long-term delays according to the direction of the Provincial Party Committee.

"Race" to the finish line on schedule

The drastic efforts to overcome difficulties in site clearance have created favorable conditions for the province to deploy the construction of key projects, improve the environment, and attract investment effectively with many encouraging signals.

In 2024, the Doan Hung District Investment and Construction Project Management Board will implement 80 projects (including transitional projects and new investment projects) with a total investment of nearly 300 billion VND. According to Mr. Van Tien Nam - Deputy Director of the District Investment and Construction Project Management Board, identifying the important significance of project works to the local appearance and socio-economic development, receiving strong direction from the provincial and district leaders, construction units, engineers, and workers have worked enthusiastically, working day and night, on holidays, and implementing the projects well on schedule. Currently, all works and projects in the district are accelerating construction, making efforts to complete according to the set plan.

Focus on promoting site clearance work, creating a premise for implementing the Project "Construction and business of infrastructure of Dong Phi Industrial Cluster", Xuan Ang commune, Ha Hoa district.

The effective implementation of site clearance has created a "leverage" for the province to invest and accelerate the progress of completing key infrastructure. It is expected that by the end of 2024, the locality will have 16/20 public investment projects basically completed, ahead of schedule; a number of private investment projects have been completed and put into use, contributing to promoting the development of industries and fields. In 2024, Phu Ha Industrial Park phase 1 will be completed; Cam Khe Industrial Park will have basic site clearance; Nam Doan Hung Industrial Cluster investment policy will be approved, with an area of ​​69 hectares; Am Ha Industrial Cluster will be newly established (60 hectares); 8 industrial clusters will continue to be implemented; Wyndham Thanh Thuy project and Tam Nong golf course (sub-areas 1, 2) will be basically completed... Urban infrastructure will be invested synchronously and civilized, with the urbanization rate reaching 21.4%; Service and tourism infrastructure develops to meet the needs of people and tourists; distribution network expands in both urban and rural areas; electricity, telecommunications, and digital infrastructure meets the requirements of digital transformation, digital economic development, digital society, and digital government.

It can be seen that the key infrastructure has been implemented on schedule and with quality, opening up more opportunities to improve the environment, attract investment and business, and promote the province's socio-economic development. In 2025, the province will continue to accelerate progress, striving to complete key infrastructure, service and urban projects such as: 2.5km inter-regional road, main route and 6.8km/2 branch routes, Tan Phu - Xuan Dai road (phase 2), connecting road from DT323 to QL2; basically completing technical infrastructure and filling Cam Khe Industrial Park; completing infrastructure of Trung Ha I Industrial Park; establishing and approving zoning plans and documents for approval of investment policies for 4 industrial parks; striving to complete investment procedures for 4 industrial clusters, starting construction of 4 new industrial clusters...

Prioritize investment capital allocation for traffic projects connecting expressways with industrial zones, clusters, tourist areas and spots. Focus on directing the review and resolution of backlogged projects, long-term delays, preventing waste, increasing State budget revenue; review and select investors with sufficient capacity and experience to implement the projects...
