Training on the Law on Bidding and related guidance documents for medical facilities in Thanh Hoa province

On October 27, Thanh Hoa Provincial General Hospital coordinated with experts from the Department of Planning and Finance, Ministry of Health and the Department of Infrastructure and Urban Development, Ministry of Planning and Investment, to organize a training course on the 2023 Bidding Law and related guiding documents for medical units in Thanh Hoa province.

Speaking at the opening of the training course, Dr. Le Van Sy, Director of Thanh Hoa General Hospital, said: Currently, the implementation of legal regulations on the Law on Bidding in public health facilities in the province is facing many difficulties and obstacles, leading to the bidding process taking a long time. This training course is organized with the aim of disseminating new regulations of the law on bidding; exchanging, discussing, and providing guidance to remove difficulties and obstacles and improving publicity, transparency, and economic efficiency in bidding activities, purchasing drugs, chemicals, testing materials, and medical equipment at health facilities.

Master Pham Thy Hung, Deputy Director of the Department of Infrastructure and Urban Development, Ministry of Planning and Investment , former Director of the National Online Bidding Center, Ministry of Planning and Investment, guides the provision and posting of information on contractor selection and sample documents on the national bidding network system.

At the training course, experts from the Department of Planning and Finance, Ministry of Health and the Department of Infrastructure and Urban Development, Ministry of Planning and Investment presented topics including: Introducing new points in the 2023 Law on Bidding, Decree 24/2024/ND-CP detailing a number of articles of the Law on Bidding, Circular No. 04/2024/TT-BYT, Circular No. 05/2024-BYT of the Ministry of Health; Instructions for implementing Circular No. 06/2024/TT-BKHĐT of the Ministry of Planning and Investment; Instructions on operations performed on the public procurement system during the implementation process such as: posting invitations for bids, posting plans, bidding documents, amending and supplementing bidding documents, evaluating bidding documents, posting winning bid results...

Also at the training course, the delegates had their questions answered by experts from the Department of Financial Planning - Ministry of Health and the Ministry of Planning and Investment in the process of organizing bidding for drugs, chemicals, testing materials, and medical equipment at medical facilities.

The training program helps the staff working in the bidding sector in the province to improve their qualifications, master the regulations, procedures, methods, techniques and skills in handling situations during the bidding process, thereby implementing procurement and bidding in accordance with the new regulations.
