Focus on directing response to Storm No. 9 (RASAGA) according to the motto "4 on-site"

The document stated: According to information from the National Center for Hydro-Meteorological Forecasting, on the afternoon of September 23, 2025, super typhoon RAGASA (Storm No. 9) moved into the northeastern sea area of the North East Sea. The strongest wind near the center of the super typhoon is level 17 (202 - 221 km/h). The storm is forecast to maintain its intensity at level 16 - 17, gusting above level 17, moving quickly into the Gulf of Tonkin, directly affecting our country on the morning of September 25, 2025. This is a very strong storm, with a very wide and dangerous range and intensity of influence on the sea and land, with a risk of heavy rain, flooding, flash floods, landslides in the province.

Implementing the direction of the Standing Secretariat (in Official Dispatch No. 17844-CV/VPTW dated September 23, 2025) and the direction of the Prime Minister (in Official Dispatch No. 171/CD-TTg dated September 23, 2025); to proactively respond to Storm No. 9 (RASAGA), minimize damage to people and property, the Standing Committee of the Provincial Party Committee requests: The Provincial People's Committee Party Committee shall lead the Provincial People's Committee to proactively and highly concentrate on leading, directing, urging, and inspecting the response to Storm No. 9 (RASAGA) according to the motto "4 on-site" (on-site command, on-site forces, on-site means and materials, and on-site logistics); must not be negligent or subjective, ensuring the safety of people's lives and property and State property.

Direct agencies, units, and localities to urgently review, prune, reinforce, and support trees in urban areas, agencies, units, and residential areas, minimizing the phenomenon of breakage and damage caused by storms. Direct the development of timely and effective drainage and flood prevention plans for urban areas, industrial areas, concentrated residential areas, and agricultural production areas, especially in low-lying areas prone to flooding. Report daily to the Standing Committee of the Provincial Party Committee on the situation, impacts, response work, and overcoming the consequences caused by storm RASAGA in the province.

Party committees of communes and wards focus on leading and directing the implementation of response, prevention and control of storms and floods, especially in localities and areas with high risk of flash floods and landslides. Absolutely do not be subjective or negligent. Strengthen inspection and review of drainage systems in urban and industrial areas with high risk of flooding, proactively clear water flow, arrange forces to increase patrols and guard at drainage canals and drainage manholes; prepare plans to control, support and guide traffic safety, especially at underground, spillways, deep flooded areas, fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured.

The Provincial Military Party Committee and the Provincial Police Party Committee lead and direct the development and implementation of response plans, and arrange forces and means to be ready to carry out rescue missions when emergencies occur.

The Provincial Party Committee's Propaganda and Mass Mobilization Department, Bac Ninh Newspaper, Radio and Television shall strengthen information, propaganda, and disseminate fully, promptly, and accurately the forecasts, developments of storms, flood situations; policies and directions of Party committees and authorities at all levels and appropriate response measures.

The Provincial Party Standing Committee requests that the members of the Provincial Party Standing Committee and the Provincial Party Committee members in charge of the area directly lead and direct the implementation of response to storms and floods, especially in localities with high risk of flash floods and landslides, in order to minimize damage caused by storms and floods. Party committees, agencies and units at all levels take the initiative in responding to Storm No. 9 (RASAGA); during the implementation process, if there are difficulties or problems beyond their authority, they must report to the Provincial Party Standing Committee and the Provincial Party Standing Committee for consideration and decision.
