Focus on site clearance and speed up projects

In 2025, Quang Ninh set a target of 14% economic growth - a new record in socio-economic development after many decades. To achieve this target, the province has identified core solutions based on investment promotion factors. With great political determination, localities in the province are focusing on site clearance work to create favorable conditions for investment activities to accelerate.

After the difficulties in site clearance were gradually resolved, the project to renovate and upgrade National Highway 279 through Cam Pha City is being accelerated.

Following the direction of the Provincial Party Committee, right from the beginning of the year, the Provincial People's Committee together with local Party committees, authorities, departments and branches have promptly caught up with and directly solved problems in local practical conditions; promoted the role and responsibility of leaders in proactively solving difficulties and problems in ongoing investment projects to speed up progress.

Comrade Pham Le Hung, Chairman of Cam Pha City People's Committee, said: Determining the site is the core factor for the project to be implemented, ensuring progress..., therefore, the city has synchronized from direction to operation, immediately implemented solutions, closely following the plans of the province and city to speed up the progress of site clearance for projects. The city has reviewed, organized classification, and evaluated the backlog and obstacles due to policies and mechanisms or other contents to propose drastic solutions for each specific case according to the levels from difficult to easy; proactively take effective measures in land recovery. At the same time, strictly implement the announcement and publicity of planning and projects; actively coordinate and mobilize the synchronous participation of units, wards, and organizations; strengthen propaganda and dissemination of policies and mechanisms, the effectiveness of projects and make maximum use of policies for the people... to receive consensus and soon hand over the site.

The city also selects competent and qualified officials to carry out the site clearance work, fully equipped with knowledge, and understanding of the State's policies, regulations, and regimes to answer all questions from the people, propose solutions in a persistent, tenacious, and drastic manner... With specific, practical solutions that harmonize the interests of the State, investors, and land users, the difficulties and obstacles in investment projects in Cam Pha City are gradually being resolved, and investors and contractors are accelerating and speeding up progress.

Song Khoai Industrial Park, Quang Yen Town is one of the attractive investment locations in 2025 due to ensuring good conditions for infrastructure investment.

In Quang Yen town, which has the most industrial parks in the province, the spirit of solidarity and overcoming difficulties to promote investment is also being promoted. To prepare clean land for infrastructure development of industrial parks and attract investment to the area, the town government is actively coordinating with infrastructure investors of industrial parks: Song Khoai, Dong Mai, Nam Tien Phong, Bac Tien Phong to speed up compensation and land acquisition at new investment locations, expansion locations, power supply infrastructure, essential works for industrial parks, ensuring readiness to welcome new investment projects in 2025.

During the implementation of land acquisition, in addition to the compensation and support policies as prescribed, Quang Yen Town also has many other support policies, considering and resolving each individual case to ensure stable life, production and job creation for people whose land is recovered and resolving individual issues that are not yet regulated in general policies. For non-budget investment projects, investors are encouraged to provide additional support outside of the policy to ensure harmony of interests and additional compensation for people whose land is recovered...

The road connecting Tien Yen town (Tien Yen district) with the provincial highway is under active construction.

According to the plan, the province's total social investment capital in 2025 strives to reach over 125,000 billion VND, an increase of 15% compared to 2024, focusing largely on the field of basic construction investment both within and outside the budget. To do this, the province has implemented many drastic solutions, focusing on reviewing slow-progressing projects, "suspended" construction planning projects, determined not to legalize violations in the fields of planning, land, construction... In addition, promoting early and fast implementation of projects, especially projects with large space, creating development space, promoting the strengths of each locality, contributing to the budget and growth of the province.

The year 2025 is of special importance to the province and the country, a year of acceleration, breakthrough, reaching the finish line, a year of laying the foundation for the development task in the new stage. With the spirit of urgency, proactiveness, and determination to create a clean ground for projects to accelerate progress, it is an important driving force for Quang Ninh to achieve growth according to plan, contributing to accelerating the restructuring process, improving the efficiency and competitiveness of the province's economy .
