In particular, the presence of 250 official delegates representing nearly 21,000 ethnic minorities with 21 ethnic groups in the whole province attended the Congress.
Tay Ninh is located in the Southeast region, with a border of about 240km, bordering the three provinces of Svay Rieng, Tbong Khmum and Prey Veng of the Kingdom of Cambodia, with three international border gates, three main border gates, and ten secondary border gates. In addition, the province is also a bridge on the trans-Asian axis between Ho Chi Minh City and Phnom Penh (Cambodia) through Moc Bai International Border Gate.
Tay Ninh province has 6 districts, 2 towns and 1 city; 94 communes, wards and towns (23 communes and wards have a large population of ethnic minorities). The population is 1,174,652 people (in 2023), of which ethnic minorities are 20,835 people, accounting for 1.77% of the population. The whole province has 21 ethnic minorities living, most of whom live mainly on agricultural production, animal husbandry and have accessed science and technology, and converted crops, so their lives are relatively stable.
Speaking at the opening of the Congress, Mr. Nguyen Hong Thanh - Vice Chairman of the Provincial People's Committee, Head of the Congress Steering Committee said that the Congress program will take place in 2 days, December 9-10, 2024. On the first day, the Congress will take place with activities of exchanging folk games, culture, arts, exhibitions displaying cultural products, typical cuisine of ethnic groups; visiting historical and cultural relics, scenic spots of Ba Den Mountain.
The second day officially took place the Congress of Ethnic Minorities of Tay Ninh Province. The programs and activities were organized enthusiastically and vividly, showing the traditional cultural beauty of ethnic minorities, being a festival of exchange between ethnic minorities and truly becoming a festival of the Great Unity of the ethnic groups of the province.
“Through this Congress, ethnic minorities have determined to join all classes of people in the province in implementing well the ethnic policy and Great National Unity, determined to compete to achieve many specific and practical achievements contributing to the completion of socio-economic development goals and targets for the 2020-2025 term and welcoming the Party Congresses at all levels and the 12th Tay Ninh Provincial Party Congress”, the Head of the Congress Steering Committee emphasized.
According to the Political Report at the Congress, in the period of 2019 - 2024, programs, projects and policies for ethnic minorities have always received attention and direction from Party committees and authorities at all levels, implemented fully, promptly, and to the right subjects, ensuring the correct goals and plans and achieving many important results, contributing to economic development, improving living standards, and reducing poverty quickly and sustainably in ethnic minority areas.
Implementing the National Target Program for Socio-Economic Development of Ethnic Minority Areas in Tay Ninh Province for the period 2021 - 2025, 7/10 component projects have been implemented with a budget of over 46.4 billion VND. Of which, construction and installation of equipment for water supply stations and transformer stations have been carried out to ensure the centralized supply of clean water to nearly 300 Khmer households in Hoa Dong A Hamlet with a budget of over 3.3 billion VND. Construction of crematoriums and auxiliary works for Khmer ethnic people and hardening of the road of Group 11, Hoa Binh Hamlet, Hoa Hiep Commune with a total budget of over 7.6 billion VND.
Supporting equipment for Hoa Hiep Commune Health Station with a total cost of 197.9 million VND... Upgrading and renovating auxiliary facilities for Tay Ninh Provincial Boarding School for Ethnic Minorities with a total cost of over 7.7 billion VND... By the end of 2023, the whole province will still have 2,083 poor and near-poor households in multidimensional aspects, accounting for 0.65%; of which, there are 16 poor households and 48 near-poor households of ethnic minorities.
In addition, improving the material and spiritual life of ethnic minorities is also focused on. The movement of national solidarity to build a cultural life is widely deployed. The work of preserving and promoting ethnic minority cultural values is of interest, many customs and practices of ethnic minorities are researched, collected and restored...
Attending and giving a speech at the Congress, Deputy Minister, Vice Chairman of the Committee for Ethnic Minorities Y Thong said that the 4th Congress of Ethnic Minorities of Tay Ninh province in 2024 is an opportunity to summarize and evaluate the patriotic emulation movement, honor and commend outstanding collectives and individuals with contributions in the ethnic minority region, adopt the Resolution Letter and set out directions and tasks for implementing ethnic work in the period of 2024 - 2029.
“The Party Committee, government, army, people and ethnic minorities of Tay Ninh province need to continue to strongly affirm the great contributions and proud achievements in the past 5 years to increase confidence in the Party's and locality's innovation cause, determined to strive for higher and greater achievements. At the same time, it is also necessary to seriously recognize and evaluate the difficulties, challenges, potentials and advantages of the locality, in order to determine specific tasks and solutions for the period 2024 - 2029, considering this as one of the important political tasks of the province to include in the Resolution of the Tay Ninh Provincial Party Congress, term 2025 - 2030 for implementation", Deputy Minister, Vice Chairman Y Thong emphasized.
The Deputy Minister and Vice Chairman of the Ethnic Committee also suggested that Party committees, authorities, the Fatherland Front, and socio-political organizations continue to study and raise awareness of the Party's viewpoints, guidelines, and policies, the State's policies and laws on ethnic work, great national unity, and ethnic policies; continue to disseminate, thoroughly grasp, and effectively implement Conclusion No. 65-KL/TW dated October 30, 2019 of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the 9th Party Central Committee on ethnic work in the new situation.
Promote sustainable poverty reduction, new rural construction, improve the material and spiritual life of ethnic minorities, effectively implement 3 National Target Programs, especially the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030 in the province. Pay attention to implementing policies well, promoting the role of prestigious people, village elders, influential people in clans, dignitaries, and officials of religions in building and defending the Fatherland, consolidating the grassroots political system. At the same time, the province needs to pay attention to preserving and promoting good traditional cultural values, tangible and intangible cultural heritages of ethnic minorities; building a civilized lifestyle, cultural life, and eliminating inappropriate customs.
At the Congress, delegates directly heard from typical examples of prestigious people and cadres working on ethnic affairs at the grassroots level, sharing experiences and good practices contributing to building the great national unity bloc, maintaining security and social order in the community...
