Young people and rural workers are supported with tuition, food and travel expenses when learning a trade.

Participating in vocational training, rural workers are supported with a maximum of 4 million, and young people are supported with no more than 12 months of basic salary. In addition, workers are also supported with food and living expenses of 50,000/person/day and from 200,000 to 300,000 for travel expenses.

This is one of the notable new points in the draft Decree detailing a number of articles of the Law on Employment on employment support policies. It specifically proposes vocational training support for workers in rural areas and young workers.

According to the draft, rural workers and young workers who are subject to the provisions of Clause 1, Article 12 of the National Assembly 's Law on Employment, No. 74/2025/QH15, are supported for elementary level training and training of less than 3 months.

Workers are supported with training according to the tuition fees of the training facility. For workers in rural areas, the maximum support is 4 million VND/person/course. For young workers, the total maximum support does not exceed 12 months of basic salary.

With the new regulations, workers will receive more support when participating in vocational training.

Along with the tuition support, workers are supported with food and living expenses during the training period of 50,000 VND/person/day. Workers are also supported with travel expenses from their legal residence to the training location according to two standards: 200,000 VND/person/course for workers residing 15 km or more from the training location; and 300,000 VND/person/course for workers residing in areas with particularly difficult socio-economic conditions, 10 km or more from the training location.

Also according to the draft, based on socio-economic conditions, local budget capacity and mobilization of other legal funding sources, the Provincial People's Committee shall submit to the Provincial People's Council regulations on higher support levels and support contents in addition to the above provisions.

Funding to support vocational training for workers in rural areas and young workers is allocated from the state budget according to current budget decentralization, support funds from organizations, individuals, businesses and other legal funding sources.
