According to the report of Gia Nghia City People's Committee, the number of cadres and civil servants working at specialized agencies under the People's Committee of the city, communes and wards is 299 people.
The locality deployed for officials and civil servants to register necessary machinery and equipment to equip the new unit. For the remaining assets after the officials and civil servants did not register, the People's Committee of Gia Nghia City established a steering committee to inventory, hand over and handle public assets.

For 4 public service units, the City People's Committee plans to transfer the Agricultural Technical Service Center to the Department of Agriculture and Environment.
The City Land Fund Development and Project Management Board handed over the original condition to the Provincial Construction Investment Project Management Board.
The city plans to establish three public service units in three new wards to perform the functions and tasks of the current Urban Order Management Team and the Center for Culture, Sports and Communication.

“The working headquarters of the People's Committees of the wards cannot meet the number of cadres and civil servants working together after the merger. We propose that the Provincial People's Committee transfer some working headquarters of departments and branches to the People's Committees of the wards for management and use,” Vice Chairman of the People's Committee of Gia Nghia City Thach Canh Tinh proposed.
At the meeting, representatives of many departments and branches said that the current handling of assets, work and finance in Gia Nghia in particular and districts in general is still confusing.
Gia Nghia City reviews, arranges, and allocates temporarily unused equipment and assets to a management unit. Because, abandoned assets will quickly deteriorate, causing great waste.

Deputy Director of the Department of Finance Nguyen Ngoc Duc said that for headquarters and cars, the unit has issued documents guiding and directing localities to proactively review and balance. Regarding public assets serving professional work, civil servants will take them with them wherever they go.
As for the headquarters and means of transport, the Department of Finance will temporarily take them back. After the decision on the standards for the new communes and wards is made, based on the needs and characteristics of each locality, the Department of Finance will hand them over accordingly.
Speaking at the meeting, Standing Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen emphasized that there are 20 days left for the two-level government to officially come into operation.
If we are not proactive and do not have a stable arrangement, it will be very difficult to operate. Therefore, each unit, department, branch and locality must determine their own work and responsibilities to be proactive and determined.

“We must be proactive, not wait for instructions. Because currently, the workload is very large. Gia Nghia City People's Committee coordinates with departments and branches to seriously implement the project and plan to organize the establishment of new specialized departments and offices under communes and wards and send it to the Department of Home Affairs before June 12, 2025. The Department of Home Affairs will synthesize and submit it to the Provincial People's Committee before June 15, 2025,” directed Standing Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen.
The Standing Vice Chairman of the Provincial People's Committee requested the Department of Education and Training to focus on handling assets and providing professional guidance to functional departments and related authorities of the new commune in the field of education and training.
The Department of Health urgently develops a plan to rename Gia Nghia City Medical Center to match the functions of the new ward and commune health stations.
The Department of Agriculture and Environment develops a plan to reorganize public service units and state management units.
Gia Nghia City People's Committee has developed a project to transfer district-level Cultural, Sports and Communication Centers to establish centers under the People's Committees of communes and wards, with the function of providing cultural and sports services at the grassroots level.
