Group Discussion at the 16th Quang Ninh Provincial Party Congress: Contributing intelligence and enthusiasm to shape the development vision in the new period

On the afternoon of September 25, in the preparatory session of the 16th Quang Ninh Provincial Party Congress, term 2025 - 2030, the Discussion Groups recorded 106 dedicated and responsible opinions; contributing to perfecting the documents, shaping the development vision in the new period of Quang Ninh as well as of the country.

Deepen theoretical and practical issues from Quang Ninh perspective

The discussion session at the 9 Groups was lively and intellectual, demonstrating the delegates' firm belief in the success of the Congress. Most opinions highly appreciated the preparation of the draft documents; showing the diligence, rigor and science , being the product of the crystallization of the intelligence of cadres, party members and people of all walks of life.

Delegates expressed high agreement with the goals, viewpoints, development orientations as well as specific tasks and solutions stated in the draft, saying that these contents are suitable to the reality of the province and the general development trend of the country.

One of the key contents is to contribute opinions to the draft documents to be submitted to the 14th National Congress of the Party. As one of the dynamic growth poles of the North, practical lessons of Quang Ninh have provided many valuable arguments for the common issues of the country.

Delegates focused on in-depth analysis of the international and domestic context, clearly identifying new opportunities and challenges such as the impact of the Fourth Industrial Revolution, climate change, non-traditional security and the trend of shifting global supply chains. From there, many opinions proposed strategic solutions to continue to comprehensively and synchronously promote the innovation process. Issues on perfecting the socialist-oriented market economic institution, developing high-quality human resources, building an advanced culture imbued with national identity, and strengthening national defense and security were thoroughly discussed.

In particular, Quang Ninh's experiences and successes in administrative reform, attracting infrastructure investment in the form of public-private partnerships (PPP) or transforming the growth model from "brown" to "green" have been cited as vivid evidence, contributing to enriching the Party's theory and practice in the process of leading the country.

Determined to soon become a centrally-governed city

Regarding the draft documents of the 16th Provincial Party Congress, delegates "offered ideas" and clarified the roadmap and resources to realize the ambitious goals set out. The focus is on concretizing three strategic breakthroughs, including: Developing high-quality human resources associated with increasing population size and quality; accelerating urbanization, completing a synchronous and modern economic-social infrastructure system; promoting cultural values ​​and human strength of Quang Ninh.

Delegates proposed solutions to radically restructure the economy, reduce dependence on the mining industry, promote the development of international-class services and tourism, high-tech processing and manufacturing industries, and a sustainable marine economy. The general goal by 2030, to build Quang Ninh into a rich, beautiful, civilized, modern province, one of the dynamic and comprehensive development centers of the North and become a centrally-run city, has received the consensus of the delegates in will and action.

The democracy, frankness and intelligence in the discussion sessions not only help to perfect the documents but also strengthen the solidarity and unity within the entire Party. All contributions will be synthesized and fully absorbed by the Congress Presidium so that the documents, when approved, will truly be the will, aspirations and guidelines for action in the new term.

Tomorrow, September 26, the 16th Provincial Party Congress will enter its official working session, resolving many important issues along with solutions and strategies for the whole province to stand firm and move forward in the new development stage of the nation.
