Nghi Son town focuses on resolving land backlog and implementing site clearance.

On February 22, the Standing Committee of Nghi Son Town Party Committee and the Steering Committee for Site Clearance (GPMB) of the town held a conference to resolve land backlog, issue land use right certificates and deploy site clearance work in 2024.

Overview of the conference.

In recent times, the work of land management and issuance of land use right certificates in the town has been focused on by the Town Party Committee, People's Council, and People's Committee, and has been directed by the departments, specialized agencies, and People's Committees of communes and wards to be implemented more and more effectively. However, administrative violations of land still occur in many communes and wards, but detection and handling have not been timely.

The work of granting first-time land use right certificates and agricultural land certificates after land conversion is still very slow, achieving lower results than the set plan; in 2023, the work of granting first-time land use right certificates only reached 43.5% of the plan; the work of granting agricultural land certificates after land consolidation has not yet had results.

In 2024, the town was assigned to carry out site clearance for 59 projects/386.68 hectares (including 42 public investment projects and 17 projects invested by enterprises). The projects were reviewed and classified in order of priority to focus on implementing site clearance in 3 groups: Group of projects with large and key public investment capital; group of infrastructure investment projects of enterprises with a major impact on the socio -economic development of the town; group of public investment projects, projects planning to auction land use rights of the town.

The town strives to complete the site clearance of 386.68 hectares assigned by the Provincial People's Committee, and at least 50 hectares of additional unplanned projects.

Along with that, the locality focused on resolving land backlogs, issuing new certificates of land use rights, house ownership rights and assets attached to land for the first time for old residential land formed before October 15, 1993, which was 373/2,329 (equal to 16.01% of the remaining certificates); issuing certificates of land use rights, house ownership rights and assets attached to land for cases that won the auction of land use rights and cases that were allocated resettlement land and had paid full land use fees, reaching 100%; issuing certificates of land use rights for agricultural production to households and individuals after land consolidation and plot exchange for 7,385 plots...

Vice Chairman of the Town People's Committee Pham Van Nhiem reported on the assessment and settlement of land backlogs and the implementation of site clearance work in 2024.

At the conference, leaders of departments, communes and wards discussed and pointed out difficulties and obstacles in the work of granting land use right certificates to households and individuals; at the same time, contributed solutions to effectively implement site clearance work and the work of granting land use right certificates to people.

The town leaders emphasized: The tasks of land management, granting land use right certificates, and site clearance in 2024 and the coming time of the town are very large. To overcome the shortcomings, limitations, and weaknesses pointed out, and strive to complete the goals and plans, the town People's Committee, departments, branches, sectors, the Fatherland Front and mass organizations of the town; Party Committees, People's Committees of communes and wards, focus on implementing well the tasks and solutions set out.

Regarding land management and issuance of land use right certificates, the Town People's Committee needs to develop a plan to overcome and direct specialized departments and commune-level People's Committees to assign and direct the resolution of existing problems and limitations in land management and issuance of land use right certificates; focus on directing and thoroughly handling difficulties, problems, and backlogs regarding land and issuance of land use right certificates, strictly implementing the Coordination Regulations between the Branches of the Land Registration Office to ensure quality and on time as prescribed.

Secretary of the Town Party Committee, Chairman of the Town People's Council Trinh Xuan Phu, Head of the Town Steering Committee for Site Clearance and Site Clearance, spoke at the conference.

Along with that, the Party Committee and People's Committee of the commune and ward have increased propaganda and dissemination of land laws in many forms to raise awareness among local people about the rights and obligations of land users in registering and granting land use right certificates.

Regarding the land acquisition work, the Standing Committee of the Town Party Committee focuses on leadership, direction, and assigning responsibilities to the heads of Party committees, authorities, heads of units, departments, divisions, and teams in the land acquisition work. Party committees and authorities from the town to the grassroots continue to do a good job of propaganda, dissemination, and education on land laws, planning, construction order, and land acquisition to cadres, party members, and the people. The Town People's Committee proactively synthesizes and reports to the Provincial People's Committee, provincial departments, and branches to resolve issues beyond their authority.

The People's Committees of communes and wards have projects focusing on resolving disputes and petitions of the People regarding land and assets attached to land; performing the task of examining the origin, time, and process of land use, examining eligible subjects for resettlement, and conditions for enjoying support policies in accordance with the provisions of law, ensuring the required deadline.

Along with that, the Town People's Committee strengthens coordination with the Management Board of Nghi Son Economic Zone and the provincial Industrial Parks, provincial departments and branches; between the departments and branches of the Town People's Committee with the Town Police, People's Committees of communes and wards in site clearance work; does a good job of ensuring security and order in the area, promptly detects and prevents negative manifestations, resolutely handles cases of opposition, enticement and incitement of the People, creating conditions for the site clearance to take place smoothly.
