According to the Quang Ninh Electronic Information Portal, on the morning of August 12, the Quang Ninh Provincial Police and the Department of Organization and Personnel (Ministry of Public Security) held a ceremony to announce the decision of the Minister of Public Security on personnel work.

At the ceremony, the representative of the Department of Organization and Personnel, Ministry of Public Security announced the decision of the Minister of Public Security on the transfer of Major General Dinh Van Noi (48 years old, hometown Binh Thuy district, Can Tho city) - Director of Quang Ninh Provincial Police, to take up and hold the position of Director of the Department of Internal Political Security (Ministry of Public Security).

At the same time, Colonel Tran Van Phuc (46 years old, hometown Dong Anh district, Hanoi) - Director of Thai Binh Provincial Police, was transferred to take over and hold the position of Director of Quang Ninh Provincial Police.

Presenting the decision and delivering the assignment speech to Colonel Tran Van Phuc - Director of Quang Ninh Provincial Police, Major General Nguyen Ngoc Lam - Deputy Minister of Public Security, congratulated Major General Dinh Van Noi and Colonel Tran Van Phuc on being trusted by the leaders of the Ministry of Public Security to assign new tasks.
