Official information on the 4th payment to bondholders of Van Thinh Phat case

According to the announcement, the City Civil Judgment Enforcement is organizing the enforcement of the Van Thinh Phat case according to the First Instance Criminal Judgment dated October 17, 2024 of the City People's Court, the Appeal Judgment dated April 21, 2025 of the High People's Court in the city and the Decision to enforce the judgment upon request: Compelling Ms. Truong My Lan to be responsible for fully compensating the amount of VND 30,081 billion to the victims and people with related rights and obligations who received the bond transfer according to the appendices (43,108 people), including the following bond codes: QT-2018.12.1; SET.H2025; ADC-2018.09, ADC-2019.01; ADC-2018.09.01 and SNW-2018.10.

During the execution process, the City Civil Judgment Enforcement Agency paid the first installment with a total amount of more than VND 7,464 billion. On June 25, 2025 and July 15, 2025, the City Civil Judgment Enforcement Agency paid 41,441 bondholders VND 7,250 billion, each person received at a rate of 24.81%. On July 17, 2025, the unit made the second installment payment of VND 696 billion to 41,441 bondholders (with approved eligible documents) at a rate of 2.4553%. On August 15, 2025, the City Civil Judgment Enforcement Agency continued to pay the first and second installments for cases where bondholders supplemented account information or provided new information.

On August 20, 2025, the City Civil Judgment Enforcement Agency made the third payment of VND 376 billion to 42,141 bondholders at a rate of 1.25% of the amount to be enforced. On September 24, 2025, the unit made additional payments to the parties in the previous payments who had not provided information, in cases of transferring rights and obligations regarding enforcement or had paid but the account number was closed or the account number was incorrect. After paying the first, second and third payments, the City Civil Judgment Enforcement Agency continued to handle the assets and collected more than VND 299 billion. On September 26, 2025, the unit made the fourth payment to 42,313 bondholders at a rate of 0.9971% of the amount to be enforced.

The City Civil Judgment Enforcement Agency has made a savings deposit according to regulations for the amount of judgment enforcement of 795 bondholders because they have not provided account information for payment. As of September 26, 2025, the City Civil Judgment Enforcement Agency has paid 29.5152% of the amount of judgment enforcement. In the 4th payment, the City Civil Judgment Enforcement Agency has temporarily not collected judgment enforcement fees because it has received many applications from bondholders requesting consideration of not collecting judgment enforcement fees. Regarding the above request, the City Civil Judgment Enforcement Agency has made a report and asked for opinions from competent authorities on exempting judgment enforcement fees for all bondholders. When there is a response, the City Civil Judgment Enforcement Agency will inform the bondholders.

Currently, the City Civil Judgment Enforcement is verifying, measuring, and appraising the assets determined by the Judgment of Ms. Truong My Lan and of the individuals and organizations that are obligated to execute the judgment for Ms. Truong My Lan; at the same time, continuing to request SCB Bank to transfer the amount of money that has been frozen according to the appellate and first-instance judgments of the two phases.

When the results of the property handling are available and the bank transfers the money, the City Civil Judgment Enforcement will continue to pay in the next installments.
