On the morning of March 10, in Quang Tri province, Deputy Prime Minister Nguyen Chi Dung and working delegation No. 2 worked with leaders of Quang Binh and Quang Tri provinces to review and remove difficulties and obstacles of 5 Eastern expressway projects (phase 2).


Create high consensus for people to give up land for the project

At the meeting, Deputy Prime Minister Nguyen Chi Dung emphasized that in 2025, the Government strives to complete 3,000km of expressways and aims to complete 5,000km of expressways by 2030.

Deputy Prime Minister Nguyen Chi Dung worked with localities, investors and contractors to review and remove difficulties.

Regarding the peak emulation campaign "500 days and nights to complete 3,000 km of expressway by 2025", the Deputy Prime Minister said that the Government has established 7 inspection teams to review and remove difficulties and obstacles related to key traffic projects, including 5 projects: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo. These are projects that are in the plan to be completed in 2025 to achieve the target of 3,000 km of expressway.

According to the Deputy Prime Minister, among the 5 projects, the section from Ha Tinh to Quang Tri is progressing very well, with contractors mobilizing adequate human resources and machinery. However, at some project locations such as Van Ninh - Cam Lo, there are still some households affected by the project that have not agreed, making it impossible to implement the project. This will affect the progress of the 5 projects scheduled to finish on June 30, 2025.

The Deputy Prime Minister expressed his delight that the volume of the five expressway component projects through the localities all met and exceeded the contract.

Therefore, the Deputy Prime Minister wishes to listen to feedback on difficulties, obstacles, authority, responsibility for resolution, progress of site clearance work; propose specific capital needs, authority and responsibility for resolution; specific plans and commitments on completion progress...

"In particular, the Van Ninh - Cam Lo area needs to create sympathy with people affected by the project. Which areas and stages do people not understand? Has the locality done its best? How is the mobilization and propaganda work? We must ensure that it is most reasonable for people within the allowed framework," the Deputy Prime Minister noted.

Proposal to hand over clean premises in March

Reporting at the conference, Mr. Phung Tien Vinh, Deputy Director of the Department of Construction (Ministry of Construction) informed that the above 5 component projects belong to the Eastern North-South expressway axis, the Project Management Boards of the Ministry of Construction are the investors.

Investment scale: 4 lanes, roadbed width 17m, total length of 5 routes is 260km.

Up to now, regarding site clearance work, at the Vung Ang - Bung project, there are still 2 500kV power line locations scheduled to be relocated in June, which will not affect the construction progress; 2 households have handed over the site but have not agreed to the compensation price and have obstructed the construction.

Regarding the land clearance point at the Van Ninh - Cam Lo project, Mr. Vinh said that 65.279/65.551km of land has been handed over, the remaining 272m is mainly stuck at the intersections of National Highway 9D, National Highway 9A, National Highway 9 of the Northern bypass and some technical works that have not been relocated in Quang Tri province. "If the locality cannot hand over the land before March 15, it will not meet the project schedule to complete the main expressway route in June 2025," Mr. Vinh said and requested the People's Committee of Quang Tri province to continue to pay attention and direct functional units to urgently complete the land clearance work and hand over the entire clean land for the project.

Specifically, before March 15, the site plan for the two abutments of National Highway 9A, the M2 abutment of Tam Hiep overpass and the M2 abutment of National Highway 9D will be discussed, with sufficient scope for construction; before March 30, the T4 pier of National Highway 9A and the T4 pier of Tam Hiep overpass, the T2 pier of the overpass of National Highway 9D will have sufficient scope for construction; construction protection for 272m of residential areas in Vinh Linh district...

The representative of the Ministry of Construction also requested investors to strictly control the construction progress, direct contractors to increase the number of points, especially at the project's critical points such as unloading range, bridgehead embankment, culverts, asphalt pavement... If the contractor is slow, the investor must take remedial measures; if necessary, the volume must be transferred, and additional contractors must be added to ensure the committed progress.

Quang Tri province must thoroughly handle the backlog.

Speaking at the meeting, Mr. Phan Phong Phu - Vice Chairman of Quang Binh Provincial People's Committee said that the main route's site has basically been discussed with the investor. Currently, only the remaining routes and residential roads remain, and the locality will hand over the remaining to the contractor in March so that the projects can be completed on schedule as committed to the Prime Minister and the Ministry of Construction.

Mr. Nguyen Huu Hai - Director of Project Management Board 6 answered local recommendations.

At the meeting, the representative of Quang Binh province proposed a solution for the 33 households outside the clearance area but located close to the highway. "Currently, only 2 households have been resolved, the remaining 33 households do not have a solution. We hope that the Government, the Ministry of Construction, and Project Management Board 6 will soon have a solution for the locality to handle," Mr. Phu suggested.

In addition, Quang Binh province leaders also requested contractors to promptly repair the roads borrowed for the construction of the expressway project to ensure people's travel needs.

Responding to this issue, Mr. Nguyen Huu Hai said that among the households whose houses are located close to the highway, the Project Management Board has sent a document to the province to handle 2 cases because they are located too close to the highway. For the remaining 33 households, the legal regulations do not clearly state how they will be affected and to what extent they will be supported.

Regarding the return of borrowed routes, the investor representative also committed to deducting 30 billion from the project to repair the borrowed routes.

Representatives of Quang Tri province also pledged to complete the site clearance work and hand over the land for the overpass and connecting road projects in April. However, the locality also wants to add a residential road for people to travel and produce.

Concluding the meeting, the Deputy Prime Minister highly appreciated the efforts of localities, investors, contractors, and supervision consultants to implement projects in the area in the recent past, as well as the commitment of localities to complete site clearance, remove difficulties related to materials, and relocate technical infrastructure works within March.

The Deputy Prime Minister assigned the Ministry of Construction to take the lead, closely follow localities to grasp the situation, promptly synthesize reports to competent authorities to resolve difficulties and problems.

Provincial People's Committees direct investors to review capital sources of projects, study investment plans for rest stops, ensure synchronous completion when the projects are put into operation; report monthly on the implementation results of the remaining work; ensure that corruption does not occur during the construction process, and ensure the quality of the works.

"In the 5 projects passing through the provinces of Ha Tinh, Quang Binh, Quang Tri, contractors and investors have all committed to completing the main route by April 30 and opening the entire expressway from Ha Tinh to Quang Tri by June 30. Therefore, from now on, localities must make efforts with construction units to immediately start work, the set goals are clear. In particular, Quang Tri province is requested to thoroughly handle the backlog to work with other localities to bring the project to the finish line on schedule" - the Deputy Prime Minister requested.
