Deputy Minister of Education: Resolution 71 of the Politburo 'like a new revolution'

Clear people, clear work, clear implementation objects

At the regular Government press conference on the afternoon of September 6, many issues related to economic management, education, culture... were raised by reporters and clarified by representatives of leaders of ministries and branches.

Deputy Minister of Education and Training Pham Ngoc Thuong said that on August 22, General Secretary To Lam, on behalf of the Politburo, signed and issued Resolution No. 71 on breakthroughs in education and training development.

“Not only the education sector but the whole country is delighted when the education and training sector is honored to be identified as the top national policy, the decisive factor for the future of the nation,” said Mr. Thuong.

The Deputy Minister said that educational breakthroughs start from thinking, awareness, and institutions, with very clear and specific goals; high requirements and revolutionary nature, including the 2025-2030 and 2030-2045 periods, with 8 groups of actionable, breakthrough and feasible solutions.

“The meaning of this Resolution is like a new revolution. Educational innovation is not just about reform and editing, but must be a breakthrough,” said Mr. Thuong.

The Ministry of Education and Training is urgently consulting and coordinating with the Central Propaganda and Mass Mobilization Commission to disseminate and implement Resolution No. 71 as soon as possible.

Within the Ministry's scope of responsibility, Mr. Thuong said, the implementation of the resolution will include amending relevant laws such as the Law on Education, the Law on Higher Education, the Law on Vocational Education, etc. to be submitted to the National Assembly in October 2025.

Not only the Ministry of Education and Training but all levels and sectors have been clearly assigned in the Resolution, with clear people, clear work, and clear objects of implementation.

Clearly demonstrate the responsibility of the industry

Also according to the representative of the Ministry of Education, the great advantage is that the Resolution was issued with a highly actionable and revolutionary nature. For the first time, the Resolution clearly stated that the National Assembly Party Committee directed agencies and sectors to allocate sufficient resources for implementation from 2025.

The Government Party Committee also directed agencies, departments, branches, provinces and cities to select tasks to be completed in the 2025-2026 school year.

According to Mr. Thuong, this shows the determination, direction, and strength, as the Minister of Education and Training said in his speech: This Resolution shows the attention of the Party and State to education and training, the concern, desire, and special feelings of General Secretary To Lam.

At the same time, the Resolution also clearly shows from the propositions, viewpoints, solutions, and assignment that it is very clear, action-oriented, highly motivating, a breakthrough revolution, not a reform or revision. From there, the ministries, branches from the Central to the local levels must also act at a high level.

Mr. Thuong also reiterated that, in the year-end conference of the education sector, Prime Minister Pham Minh Chinh stated that it is necessary to innovate management thinking, the tasks are not only of the education sector but of the whole society. Only then will it be the top national policy, the decisive factor for the future of the nation, and the destiny of the nation be changed...

“We believe that this Resolution is enthusiastically received by the whole society, especially the education sector, clearly demonstrating the sector's responsibility in presiding over and advising on the implementation of the resolution with clear groups of tasks and solutions,” Mr. Thuong acknowledged.
