Also attending were leaders of the Departments under the Ministry of Justice ; on the provincial side were member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Doan Trung Kien, and leaders of provincial departments, branches and sectors. Receiving and working with the delegation were leaders of the Party Committee and People's Committee of Chau Thanh commune.
According to the report on the household registration situation from July 1, 2025 to August 21, 2025, Chau Thanh Commune People's Committee received and processed 100 birth registration cases, 62 death registration cases, 49 marriage registration cases, more than 200 marriage status confirmation cases, and hundreds of copies and corrections. Notably, the rate of online applications reached more than 91%, all of which were digitized when the results were returned.
The implementation of Decree 120/2025/ND-CP was carried out promptly by the locality. The commune organized many campaigns to disseminate legal documents to officials, civil servants and people; at the same time, fully publicized public services on the Electronic Information Portal and publicly posted at the One-Stop Section.
The deployment of electronic civil status database, digitization of civil status books and coordination of data comparison with the National Population Database are also focused on, helping to improve accuracy and transparency in handling procedures.
However, the implementation process still faces many difficulties. Infrastructure - information technology is still limited, many devices are old, internet connection is unstable, often causing errors when processing documents.
The civil status staff is still small, some of them are in charge of many other fields, so they do not have much time to focus on their expertise; the skills in using online software are not uniform. The electronic civil status system still has problems with asynchronous data and errors in verifying resident information, leading to delays or having to return files.
At the meeting, the leaders of the Party Committee, the People's Committee, and the civil status officers of the commune pointed out the difficulties in submitting documents online, birth and death registration procedures, especially the verification of identity for old documents. The interconnection of procedures is still overlapping, time-consuming, and some processes are not convenient for people.
On that basis, Chau Thanh Commune People's Committee recommends that the Ministry and the Department of Justice continue to improve clear decentralization and delegation guidelines; invest in upgrading infrastructure and information technology equipment; improve civil status software, add necessary functions; and organize specialized training to improve the capacity of grassroots staff.
The delegation representative acknowledged the local opinions and will conduct a comprehensive review of techniques, information technology and facilities to ensure that civil registration work is carried out smoothly and effectively, in line with the spirit of a serving government.
At the working session, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Doan Trung Kien added that in recent times, Tay Ninh has smoothly operated the two-level local government model, in which the civil status work has always ensured stability and continuity, meeting the needs of the people.
The province organized working groups to work directly with the People's Committees at the commune level to grasp difficulties and direct solutions; at the same time, established a Zalo group to guide civil status and certification procedures across the province, promptly supporting the grassroots in the process of receiving decentralized tasks.
Vice Chairman of the Provincial People's Committee Doan Trung Kien recommended that the Ministry of Justice pay attention to developing the team of judicial and civil status officials, promptly complete the electronic civil status registration software and organize specialized training, especially in cases involving foreign elements.
Speaking at the working session, Deputy Minister of Justice Nguyen Thanh Ngoc acknowledged and highly appreciated the efforts of Tay Ninh province and Chau Thanh commune government in implementing civil status work, especially the great efforts of the commune level in difficult conditions.
The Deputy Minister emphasized that these difficulties are also a common situation in many localities, therefore, the Ministry will regularly inspect and provide guidance to support establishments in performing their functions and tasks well, especially in handling administrative procedures.
Deputy Minister of Justice Nguyen Thanh Ngoc suggested that the provincial and communal levels of Chau Thanh continue to review and complete the set of administrative procedures in a simple and people-friendly manner; it is necessary to count and evaluate the rate of documents that people complete online.
At the same time, attention should be paid to infrastructure investment, equipment procurement, and the arrangement of sufficient civil servants, in which the provincial level should have a solution to arrange at least one IT officer to support the commune level. Training and skill development for grassroots staff should be carried out regularly.
In handling administrative procedures, there needs to be close coordination with specialized units. The Deputy Minister also requested that localities promptly report any difficulties or problems so that the Ministry can find a solution.
