On the morning of March 11, Deputy Minister of Construction Nguyen Viet Hung inspected the Hoai Nhon - Quy Nhon Expressway Project.
The amount of work remaining is huge.
At Km 21 of Package 11-XL of the Hoai Nhon - Quy Nhon Expressway Project, a representative of Truong Son Construction Corporation said that the section through the natural forest from Km 18+650 - Km 21+100 is the project's critical path, and implementation is facing difficulties.
Here, the volume of excavated soil and rock (total remaining excavated volume is about 1.7 million m3) and utilized for roadbed construction and crushed stone production is still very large (about 0.65 million m3), while there are only about 7 months left to complete.

The reason is that the section of the route through the natural forest has been handed over by the locality to both exploit the forest wood and carry out excavation of soil and rocks, and exploit and crush rocks to make crushed stone mix from November 30, 2024. However, the handover time is in the middle of the rainy season, so the contractor cannot arrange the construction as planned.
At this section, the contractor is focusing on 6 construction teams to handle the volume of 1.7 million m3 of earth and rock at this section, promptly compensating for progress.
Deputy Minister Nguyen Viet Hung assessed that this is the most important part that affects the progress of the package and the entire project. The Deputy Minister encouraged the contractor to try to overcome the difficulties, and at the same time requested Truong Son Construction Corporation to focus on the construction at the site.
"The contractor needs to concentrate fully, otherwise the project will not be able to finish. It is necessary to increase machinery and equipment, increase the number of construction workers. Work in 3 shifts, 4 crews, brave the sun and rain as the Prime Minister has instructed throughout to complete the project," the Deputy Minister requested.
The Deputy Minister requested Truong Son Construction Corporation to focus fully on accelerating the project's progress.
According to the Deputy Minister, contractors and investors of expressways are currently receiving support, encouragement and close direction from the Government . The working group led by Deputy Prime Ministers inspected all projects and promptly removed difficulties and obstacles.
Urgently increase machinery and human resources to compensate for slow progress due to weather
Reporting to the Deputy Minister, Project Management Board 85 said that up to now, the construction volume of some main items of the project has been completed, such as roadbed excavation reaching more than 76%; K95 embankment reaching nearly 95%; K98 roadbed embankment reaching more than 69%; grade 1 crushed stone mix reaching more than 59%; reinforced crushed stone mix reaching more than 57%; C19 asphalt concrete reaching more than 19%...
The accumulated output to date is more than 5,000 billion VND, reaching more than 66% of the contract, 0.22% faster than the approved progress. Of which, the new 11-XL package has reached about more than 1,480 billion/more than 2,691 billion, equivalent to more than 55%, 3.73% slower than the plan.
Package 12-XL reached approximately 3,556 billion/4,940 billion, equivalent to 72%, meeting the approved adjusted construction schedule. Up to now, the package has basically completed the bridge, culvert, and tunnel works on the route.

However, despite efforts to implement the construction, some contractors have not yet met the project's requirements. Among them, Truong Thinh Group Corporation and Urban and Industrial Park Development Investment Joint Stock Company (UDIDECO), the total volume of roadbed earthwork of the two units is still relatively large (each contractor has about 90,000 m3), and they need to take advantage of the weather to complete the roadbed work before March 31, 2025 to ensure the progress of the contract package and the overall progress of the project.
To speed up the progress, Project Management Board 85 requested Truong Son Construction Corporation (contractor of package 11-XL) to increase construction teams, add equipment and human resources, work overtime, and increase shifts to compensate for the delayed progress.
For package 12-XL, contractors also need to increase equipment and machinery, take advantage of the weather that is almost over the rainy season to speed up the earthwork of K95 and K98, ensuring the completion of the earthwork of the main route before March 31, 2025.
The Hoai Nhon - Quy Nhon Expressway has a total length of 70.1km, passing through Binh Dinh province. Total investment: 12,401 billion VND. The investor is Project Management Board 85. The project started on January 1, 2023, and the completion date according to the adjusted schedule is September 30, 2025.
