Prime Minister proposes "3 strategic pioneers" with BRICS and partner countries

VOV.VN - At the BRICS 2025 Summit on the evening of July 6 (local time), Prime Minister Pham Minh Chinh delivered an important speech at the High-Level Discussion on the topic: Strengthening multilateralism, economic and financial issues and artificial intelligence.

Prime Minister Pham Minh Chinh affirmed that Vietnam is a sincere friend, a reliable partner, an active and responsible member in the BRICS community and the international community; ready to work with BRICS and southern countries to promote mutually beneficial cooperation, strengthen connectivity and jointly address common challenges, towards building a scientific , effective, inclusive and sustainable global governance system.

Prime Minister Pham Minh Chinh congratulated Brazil on its excellent performance as BRICS Chair in 2025 and said that this year's conference has conveyed a strong message: Southern countries are not only a driving force for global growth but also an important force contributing to building a fairer, more equal, more effective, sustainable and more inclusive international order for all countries.

As a BRICS partner country, the Prime Minister affirmed that Vietnam is a sincere friend, a reliable partner, an active and responsible member in the BRICS and international community; ready to work with BRICS and southern countries to promote mutually beneficial cooperation, strengthen connectivity and jointly address common challenges, towards building a scientific, effective, inclusive and sustainable global governance system.

The Prime Minister said that the world is going through a period of profound turmoil and uncertainty: political polarization, economic division, institutional fragmentation, development division and the gap between rich and poor; trust in global institutions is eroded, trust and multilateral cooperation are reduced, and trust in international law is shaken. These are the root causes leading to division, increasing protectionism, unilateralism, and extreme, narrow-minded and selfish nationalism.

In that context, the Prime Minister affirmed that more than ever, it is necessary to strengthen international solidarity, promote multilateralism, and oppose authoritarianism to deal with challenges with a global, all-people, comprehensive and inclusive approach.

"With a scale of nearly 50% of the population and over 40% of global GDP, BRICS must become a pioneering force in strengthening trust, maintaining stability, leading cooperation and creating future development for the region and the world," Prime Minister Pham Minh Chinh emphasized.

Prime Minister Pham Minh Chinh proposed three strategic "pioneers" for BRICS and partner countries:

First, take the lead in rebuilding multilateralism, equality, anti-monopoly, protectionism, persistently hold dialogue, cooperate, avoid confrontation, on the basis of the fundamental principles of the United Nations Charter and international law. Upgrade and renew multilateral cooperation, promote reform of global institutions such as the United Nations, IMF, WB, WTO to respond to new realities, new voices, and new developing needs.

Strengthening South-South cooperation, promoting BRICS connectivity with ASEAN to become a "bridge" to build trust and cooperation between developed and developing countries; making unity in diversity a new driving force for sustainable and inclusive development of the world.

Second, take the lead in promoting trade liberalization, equality, anti-monopoly and respecting equal rights and legitimate interests of countries. To enhance strategic autonomy, BRICS and Southern countries need to increase the opening of commodity markets to each other, promote supply chain and production chain linkages, deepen cooperation in mobilizing and sharing resources, support technology transfer and human resource training for projects in healthcare, education, digital infrastructure, green transformation, and climate change adaptation. Research on diversifying payment methods, including payments in local currencies in intra-bloc trade and between BRICS and other regional organizations.

Third, pioneer in promoting the power of artificial intelligence to serve humans, not replace humans. Promote the construction of a global AI governance system that is fair, safe, secure, and accessible to all countries and people. Build an AI ecosystem that adheres to ethical values, balancing innovation and social benefits. Cooperate in building digital infrastructure, digital data centers, green standards, high performance, developing high-quality human resources, and AI programs for the community, helping all people access and benefit from AI.

"The complex changes in today's world further demonstrate President Lula da Silva's profound insight. Firmly defending multilateralism is the only path we must take. On that journey, Vietnam, together with BRICS and other Southern countries, must constantly strive, unite, and make efforts to build a truly fair, equitable, scientific, inclusive, and sustainable global governance system," said Prime Minister Pham Minh Chinh.
