The Prime Minister handed over decisions on the transfer and appointment of 8 leaders of ministries and agencies.

On the afternoon of September 4, at the Government Headquarters, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a conference to announce and hand over the Prime Minister's decisions on receiving, transferring, and appointing leaders of ministries and agencies: Health, Justice, Science and Technology, Education and Training, Government Inspectorate , Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology, Hanoi National University.

Attending the conference were Politburo members: Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang; Permanent Deputy Prime Minister Nguyen Hoa Binh ; Minister of Public Security, General Luong Tam Quang.

Also attending were Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of relevant central and local ministries, branches.

The conference heard the announcement and Prime Minister Pham Minh Chinh presented the Politburo's Decision appointing Mr. Le Hoai Trung to join the Executive Committee, Standing Committee of the Government Party Committee for the 2020-2025 term.

Previously, Prime Minister Pham Minh Chinh issued a decision to accept Mr. Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office to work at the Ministry of Foreign Affairs, handing over the authority of Minister of Foreign Affairs.

Implementing the decisions and opinions of the Politburo and the Secretariat, on September 3, the Prime Minister issued decisions on accepting and appointing Mr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics, to the position of President of the Vietnam Academy of Social Sciences; accepting and appointing Mr. Vu Manh Ha, alternate member of the Party Central Committee, Standing Deputy Secretary of the Lai Chau Provincial Party Committee, to the position of Permanent Deputy Minister of Health; transferring and appointing Mr. Phan Chi Hieu, President of the Vietnam Academy of Social Sciences, to the position of Deputy Minister of Justice; accepting and appointing Mr. Nguyen Van Quang, member of the Party Central Committee, Secretary of the Da Nang City Party Committee, to the position of Permanent Deputy Inspector General of the Government Inspectorate.

Along with that, the Prime Minister assigned and appointed Mr. Hoang Minh Son, Deputy Minister of Education and Training, to hold the position of Chairman of the Council and Director of Hanoi National University; received and appointed Mr. Tran Hong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Lam Dong Province, to hold the position of Permanent Vice President of the Vietnam Academy of Science and Technology; assigned and appointed Mr. Vu Hai Quan, Member of the Party Central Committee, Chairman of the Council and Director of Ho Chi Minh City National University, to hold the position of Permanent Deputy Minister of Science and Technology; assigned and appointed Mr. Le Quan, Chairman of the Council and Director of Hanoi National University, to hold the position of Deputy Minister of Education and Training.

Speaking at the conference, Prime Minister Pham Minh Chinh reviewed the qualifications, capacity, work history, and contributions of the eight comrades who were received, transferred, and appointed on this occasion; saying that the comrades not only demonstrated their qualifications, capacity, and prestige, but also demonstrated the trust and great expectations of the Party and State leaders for each comrade.

The Prime Minister believes and hopes that in their new positions and tasks, comrades will continue to promote their capacity and strengths, together with the Party Committee, the Standing Committee, the leadership of the Ministry, the agency and the team of cadres, civil servants, public employees and workers, inheriting the fine traditions of the industry and field, constantly striving, overcoming difficulties, overcoming challenges, and excellently completing the tasks assigned by the Party, the State and the people.

Analyzing the world and regional situation in the coming time, with more difficulties and challenges than favorable opportunities, the Prime Minister said that it is necessary to have innovative thinking, decisive action, and quick adaptation to the situation; requiring ministries, agencies, especially leaders to be united, unified, "with the same direction, same team, same goal."

The newly mobilized and appointed comrades immediately got to work; together with the collective leadership of ministries and agencies, strengthened solidarity, synergy, close coordination, maintained qualities and mettle in the face of difficulties and challenges; set an example in strictly implementing and carrying out the Party's guidelines and policies, the State's policies and laws; built a truly clean and strong Party organization, improved the leadership capacity and fighting strength of Party organizations and Party members.

In the immediate future, focus on concretizing and effectively implementing resolutions and conclusions of the Party, National Assembly, and Government in the fields of investment, scientific and technological research; education, training, and health care and protection for the people.

Along with that, continue to pay attention to building a team of cadres and civil servants who are truly courageous, politically steadfast, professionally proficient, good at work, and effective in their work; do a good job of cadre work because "cadres are the root of all work"; encourage cadres to dare to think, dare to do, dare to take responsibility for the common good; build and propose appropriate policies and remuneration regimes for cadres.

Noting the transition from passive to proactive state, actively performing tasks and assigning tasks to each ministry, agency and newly mobilized and appointed officials, Prime Minister Pham Minh Chinh emphasized that taking on new tasks, especially in breakthrough sectors such as education, science and technology, health care, and scientific research, is both an honor and a responsibility, a great challenge for you.

Expressing his hope that the Party and State leaders, the collective leadership of ministries and agencies will continue to care for, help and support the newly appointed comrades, Prime Minister Pham Minh Chinh affirmed that the Government will always accompany and create all favorable conditions for them to work and contribute to the common activities of the Government.

Prime Minister Pham Minh Chinh believes that in their new positions, the newly appointed comrades will uphold their sense of responsibility, promote their capacity, strengths, and intelligence, and, together with the leadership and the entire staff, unite, "keep a steady hand at the helm"; promote good traditions, strive to overcome limitations and shortcomings, overcome difficulties and challenges to excellently complete assigned tasks.

The Prime Minister requested ministries and agencies to create conditions for newly mobilized and appointed comrades to promote their capacity, qualifications, and enthusiasm, and excellently complete assigned tasks, all for the benefit of the nation, the Party, and the people; in the immediate future, contribute with the whole country to complete the socio-economic development goals for 2025 and the 2021-2025 term; and be ready to enter the era of wealth, civilization, power, and prosperity of the nation.

On behalf of the new comrades received, mobilized and appointed by the Prime Minister, Permanent Deputy Inspector General of the Government Inspectorate Nguyen Van Quang respectfully thanked the Politburo, the Secretariat, General Secretary To Lam, Prime Minister Pham Minh Chinh and the Party and State leaders for entrusting them with new tasks and responsibilities.

The newly appointed comrades realize that this is an honor not only for themselves but also for the collective agencies, units, and localities where they have worked and have just been assigned to work.

Stating that they will continue to strive, practice, and work with the highest sense of responsibility to fulfill their assigned responsibilities, Permanent Deputy Inspector General of the Government Inspectorate Nguyen Van Quang and the newly appointed comrades hope to continue to receive the attention, leadership, and direction of the Politburo, the Secretariat, and leaders of the Party, State, and Government; and the close coordination and assistance of leaders of ministries, branches, and localities so that they can successfully complete their tasks as directed by the Prime Minister.
