Prime Minister: "Confidently continue with century-old projects like high-speed railway"

This spirit was shared by Prime Minister Pham Minh Chinh when speaking at the inauguration and groundbreaking ceremony of 250 works and projects to celebrate the 80th anniversary of National Day, which took place simultaneously across the country on the morning of August 19.

Prime Minister Pham Minh Chinh shared the pride and emotion with General Secretary To Lam and other leaders and former leaders of the Party and State attending the inauguration and groundbreaking ceremony of 250 projects and works with a total investment of nearly 1.3 quadrillion VND, which was broadcast live at 80 locations across the three regions of the North, Central and South of the country.

Projects that "turn the situation around, change the state"

“Looking back over the past 80 years, we appreciate and understand more the value of independence, freedom, peace and unity. We look back to go further, become stronger, prouder and more confident in the future of the nation in the new era; look back to be confident, to continue with century-old projects such as the North-South high-speed railway, the urban railway in Hanoi, Ho Chi Minh City, the international financial center in Ho Chi Minh City and Da Nang,” the Prime Minister shared.

According to the head of the Government, the inauguration and groundbreaking ceremony of 250 large-scale, technically complex projects, which play a very important role in socio-economic development, attracted the strong participation of private enterprises.

Of these, 89 projects and works were inaugurated with a total investment of about 220,000 billion VND; 161 new projects and works were started with an investment scale of more than 1 million billion VND, playing an important role in the socio-economic development of localities.

“The total investment capital for the 250 projects mentioned above is only about 37% State capital, the remaining about 63% is private investment capital. The investment capital is spread across the three regions of North - Central - South, spread across all economic - social fields, science and technology, digital transformation, national security and defense, foreign affairs, health, education, sports, culture, social security…”, said the Prime Minister.

He emphasized that the key socio-economic projects inaugurated and started today have many strategic meanings in "turning the situation around and changing the state" of the country's strategic infrastructure:

The Prime Minister hopes that there will be more new symbolic works of Vietnam that will be mentioned and admired by friends in the region and the world; and more creative cultural and social spaces for people to enjoy.

Thoroughly grasping the spirit that the sooner projects are implemented, the more effective they will be, without increasing capital or prolonging, the Government leader requested localities and relevant units to focus on resolving legal issues, investing in equipment, human resources, resources, and resolving necessary administrative procedures to quickly implement construction, strive to complete ahead of schedule, improve committed quality, and soon put works and projects into exploitation and effective use.

The Prime Minister also requested all levels and sectors to promote decentralization and delegation of power along with resource allocation so that "localities decide, localities act, localities take responsibility" and strengthen inspection and supervision.

Focusing on removing institutional barriers and cutting cumbersome administrative procedures for people and businesses is also the content thoroughly emphasized by the Prime Minister.

In implementing projects, the Prime Minister reminded of the spirit of "3 yes" and "2 no", including: having the interests of the State, having the interests of the people, having the interests of enterprises and no corruption or negativity; not losing or wasting the assets, efforts and money of the people.

Timely rewards and strict discipline

According to the head of the Government, each individual and subject participating in the project must promote self-reliance, self-strengthening, dare to think, dare to do, be proactive, timely, not wait, rely on others, innovate style, methods, ways of thinking, ways of doing to complete assigned tasks.

On the other hand, the Prime Minister requested timely rewards but strict discipline, ensuring progress, construction quality, labor safety, and environmental sanitation as prescribed.

On this occasion, the Prime Minister requested all levels, sectors, localities, enterprises, organizations and individuals to continue to make efforts and enthusiastically compete to speed up the completion of works and projects, putting them into operation in 2025, including speeding up the completion of procedures to inaugurate and start construction of all works on December 19, welcoming the 14th National Congress of the Party.

“We need to be more determined, more rapid, and more daring to complete key national projects and works on schedule and ahead of schedule, especially high-speed railway projects, nuclear power plants, high-tech centers, digital transformation centers...”, the Prime Minister called for a spirit of emulation, with the goal of bringing the Vietnamese people to the stage of glory to stand shoulder to shoulder with the world powers, as President Ho Chi Minh wished.

He also believes that in a special atmosphere, with a special heroic spirit and special efforts, we will create achievements and projects of special significance and nature; creating momentum, force and momentum for double-digit growth in the following years, realizing the two 100-year goals that have been set.
