The Prime Minister requested to launch a movement for the whole people to join hands to protect the environment.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 134/CD-TTg (dated August 13, 2025) on promoting waste collection, environmental protection and maintenance nationwide towards the 80th National Day celebration on September 2.

In recent times, the work of collecting, treating waste and environmental sanitation in many localities has had positive changes, contributing to improving the urban landscape, residential areas and improving the quality of life of people. However, in some places, there is still the situation of littering, waste accumulation, not being collected and treated promptly, causing environmental pollution, affecting people's lives and health and spoiling the beauty of urban and rural areas.

To overcome the above situation, at the same time raise awareness and responsibility of all levels, sectors and the entire people, build a bright - green - clean - beautiful living environment, especially in the coming days when the whole country will celebrate the 80th National Day on September 2, the Prime Minister requested:

1. Chairmen of People's Committees of provinces and centrally-run cities urgently organize and implement the following contents:

a) Launch a movement for the whole population to join hands in protecting the environment, participating in general environmental cleaning to celebrate the 80th anniversary of National Day September 2. Strengthen communication, raise awareness and responsibility of each citizen in protecting the environment; propagate and mobilize people to commit and voluntarily and actively maintain environmental hygiene in their homes, alleys, residential areas, public areas, do not litter, throw garbage indiscriminately, and dispose of garbage in the right place and at the right time.

b) Direct and mobilize local socio -political organizations, including the youth union, women's union, veterans' association, farmers' association, etc., to act as the core to organize, guide, supervise, and implement the movement of the whole people joining hands to protect the environment and sanitation in residential areas and public areas.

c) Review and arrange appropriate garbage collection locations, public trash bins, equipment, and means of garbage collection and transportation in residential areas, markets, bus stations, schools, entertainment areas, especially at locations where activities and events are held to celebrate the 80th National Day, September 2.

d) Direct functional units to collect, receive, classify and treat waste promptly, not allowing waste to accumulate, causing unsanitary conditions and environmental pollution, especially in residential areas, public places, tourist areas, streets, village roads, alleys, canals, ponds, lakes, rivers, and coastlines in the days before, during and after the 80th National Day Celebration on September 2. Direct functional agencies to strengthen inspection, supervision and strict handling of violations of environmental protection regulations, especially littering.

2. Propose that the Central Committee of the Vietnam Fatherland Front direct member organizations to implement the following contents:

a) Step up propaganda and mobilization work to encourage union members, association members and people of all walks of life to actively participate in environmental protection, keeping streets, alleys, residential areas, rivers, lakes, ponds, canals and drainage systems clean.

b) Promote the role of social supervision and criticism of waste collection, transportation and treatment activities, ensure compliance with legal regulations, promptly detect and recommend handling of violations causing environmental pollution.

c) Guide and organize movements and campaigns associated with environmental criteria such as "All people unite to build new rural areas and civilized urban areas"; replicate community self-management models on environmental sanitation such as "Green - clean - beautiful residential areas", "Civilized, waste-free streets", "Self-management residential areas to protect the environment".

d) Coordinate with authorities at all levels to organize general cleaning campaigns and collect waste to celebrate the 80th anniversary of National Day September 2. Timely commend and reward collectives and individuals with outstanding achievements; at the same time, criticize and remind those who have not seriously implemented the work to create real and sustainable changes in the awareness of preserving the living environment among the people. Participate in monitoring the collection, transportation and treatment of waste in the locality; promptly report to the authorities any shortcomings and inadequacies in environmental sanitation work to take remedial measures.

3. Propose that the Ho Chi Minh Communist Youth Union direct youth unions at all levels to promote their pioneering role, organize youth volunteer teams to collect garbage, plant trees, clean village roads, alleys, streets, canals, lakes, rivers, and coastlines; coordinate with schools to organize activities to classify domestic solid waste, clean classrooms to be bright - green - clean - beautiful, educate and propagate environmental protection for students.

4. Propose that the Vietnam Women's Union direct women's unions at all levels to launch movements such as "Family of 5 no's, 3 clean's", "Clean house, beautiful alley"; step up propaganda, guidance, and mobilize members to actively classify waste at home, maintain environmental hygiene at home and in residential areas.

5. Propose that the Vietnam Veterans Association direct veterans associations at all levels to coordinate with authorities and organizations to mobilize members and people to actively participate in maintaining environmental sanitation, supervising waste collection in the locality, setting an example, promoting the role of "Uncle Ho's soldiers" in peacetime, creating a spreading effect in the community.

6. Propose that the Vietnam Farmers' Union direct farmers' unions at all levels to propagate and mobilize members and farmers to raise awareness and consciousness about environmental protection, collect waste, pesticide packaging, and livestock waste in the right places; actively participate in general environmental sanitation movements, clean village roads, alleys, and residential areas. Promote the core role in building and maintaining community models such as "Flower roads, green tree roads", "Green - clean - beautiful - safe villages", "Fields without waste".

7. Propose that the Vietnam General Confederation of Labor direct trade unions at all levels to closely coordinate with local authorities to mobilize workers and laborers to participate in the general cleaning movement in agencies, enterprises, and factories.

8. Vietnam Television, Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper and central and local news and press agencies are responsible for increasing the amount of propaganda time on environmental sanitation work to celebrate the 80th anniversary of National Day September 2; creating a strong spread, motivating, calling on, and encouraging people to actively participate and enjoy the results.

9. Ministries, branches, localities, organizations, agencies, and units at the central and local levels must maintain environmental hygiene at their offices, headquarters, and workplaces to celebrate the 80th anniversary of National Day, September 2.

10. Assign the Ministry of Agriculture and Environment to preside over and coordinate with relevant ministries and branches to develop a draft Resolution of the Government to mobilize resources, launch a mass movement to protect the environment, focus on classifying, collecting and treating waste nationwide for a bright - green - clean - beautiful Vietnam, and submit it to the Government in August 2025.

11. Assign the Ministry of Agriculture and Environment and the Government Office, according to their assigned functions and tasks, to monitor and urge the implementation of this Official Dispatch.
