These are large-scale infrastructure projects that not only have a profound impact on the appearance of Vietnam's transport system, contribute to promoting socio -economic development, create new development space for localities where the projects pass through, create jobs and livelihoods for people, etc., but also create an important infrastructure foundation for the logistics sector.

To soon promote the effectiveness of the above-mentioned transport infrastructure projects, from now on, along with urgently building more connecting routes with economic zones, industrial parks..., relevant ministries, branches and localities need to speed up the construction of strong logistics centers linked to road, air and maritime traffic hubs.

It should be added that strong logistics centers are large-scale logistics centers that are capable of providing and handling all necessary logistics services. In addition to providing all basic logistics services, strong logistics centers must be in convenient locations, connected to transportation hubs and corridors. Thereby, contributing to reducing the time of goods circulation in the supply chain, reducing logistics costs, improving efficiency and competitiveness for logistics enterprises, as well as improving the quality of logistics services.

To form strong logistics centers, in addition to the efforts of logistics enterprises, it is also necessary to have strong, persistent and focused support from management agencies in mobilizing resources, attracting investment capital; developing infrastructure connecting with logistics centers; supporting the development of logistics centers and services; developing logistics service providers...

In this direction, the first step is to select a number of key and urgent logistics center projects in Hanoi, Hai Phong, Da Nang, Ba Ria - Vung Tau , and Ho Chi Minh City. These centers have the potential to create major breakthroughs in applying specific mechanisms, investment incentives in the form of public-private partnerships, land tax incentives, customs declaration procedure priorities... in the initial period, then continue to extend the term and incentives when the enterprise is operating. In addition, the authorities need to consider issuing specific mechanisms and policies to attract investors to participate in the construction of logistics centers, similar to the incentives for enterprises investing in industrial parks.

The second step is to expand and diversify investment forms in the direction of promoting socialization, mobilizing all resources to the maximum; flexibly applying current support and incentive policies in accordance with the specific conditions of each locality regarding credit, taxes, prices, fees, charges, etc.

The third step is to focus on investing in high value-added logistics services: express order processing, online delivery, returns, guaranteed delivery, financial services, insurance services, tax and fee consulting, brokerage, etc.

The fourth step is to form a closed chain, including purchasing, warehousing, preservation, transportation, delivery and other value-added services such as packaging, labeling, assembly, recall, insurance..., ensuring fast transportation by air. Especially suitable for high-value items such as electronics, medicine, functional foods, high-end handicrafts...

Through the State's leveraged support and the systematic investment activities of enterprises, management agencies need to promote the development of innovative logistics services at logistics centers; develop global supply chains, e-commerce ecosystems associated with increasing the application of achievements of the 4.0 industrial revolution. Enterprises also need to apply technologies such as IoT, AI, Machine Learning, and use robots when developing logistics centers to increase automation.

These are important transformational solutions that can help the logistics sector develop with the core being strong logistics centers in accordance with the Prime Minister 's direction when issuing the "Action Plan to improve competitiveness and develop Vietnam's logistics services by 2025". This is also an effort to achieve the goal of building regional and international logistics centers, improving the efficiency of connections between Vietnam and other countries; making Vietnam a regional logistics hub.
