Today, in the common joy of the Party Committee, the army and people of the whole province are striving to compete to achieve achievements to celebrate the 55th anniversary of implementing President Ho Chi Minh's Testament and the 65th anniversary of Uncle Ho's visit to Ninh Binh, Ninh Binh province solemnly organizes the 4th Congress of Ethnic Minorities of Ninh Binh province in 2024. This is an event of extremely important significance in the political and social life, not only of ethnic minorities, but also of the entire Party Committee and people in the province; an opportunity to commend and honor the great contributions of ethnic minorities of the province in the cause of building and defending the homeland and the country.

On behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, I would like to respectfully send to the Minister, Chairman of the Ethnic Committee, distinguished guests, and 145 delegates representing more than 30,000 ethnic minorities in the province my best wishes for health, happiness, and success. Throughout the process of leading the Vietnamese revolution, our Party and President Ho Chi Minh always identified the issue of ethnicity, ethnic work and ethnic solidarity as having a particularly important strategic position. Implementing ethnic policies and caring for the lives of ethnic minorities is not only a responsibility and obligation but also a sentiment of our Party, State and people. The ethnic groups in the great family of Vietnam are equal, united, supportive, promoting resources, helping each other to develop, joining hands and striving to successfully carry out the cause of industrialization and modernization of the country, building and defending the socialist Vietnamese Fatherland.

As a province with 6 ethnic minorities living, mainly Muong ethnic group, although the proportion of ethnic minorities is not large with over 30 thousand people, accounting for nearly 3% of the province's population, they play a particularly important role in building the local identity, of a heritage area, of the transitional area between the three regions of the Northwest, North Central and Red River Delta. In recent years, although facing many difficulties, challenges, and adverse impacts on production and life of the people in general and of ethnic minorities in particular, but with the attention, leadership and direction of the Party Committee, government, departments and branches in the province, together with the efforts of all the people and ethnic minorities, the province's ethnic work has achieved many encouraging results. (As the political report of the Congress clearly stated )

  On behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, I warmly commend the efforts and achievements that the Party Committee, government, and ethnic minorities of our province have achieved in the past time; congratulate the collectives and individuals who have been awarded for their outstanding achievements in performing local political tasks.

I express my high agreement with the direction, tasks and solutions for implementing ethnic work and ethnic policies for the period 2024 - 2029 stated in the Political Report and the opinions presented at the Congress. I propose that the Congress accept the opinions and directions of Comrade Hau A Lenh, Member of the Party Central Committee, Minister, Chairman of the Ethnic Committee to concretize and clearly define the goals, tasks and solutions in the coming time . To successfully complete those goals and tasks, I request that Party committees at all levels, authorities, the Fatherland Front , socio-political organizations, and ethnic minorities in the province continue to mobilize the great strength of the great solidarity bloc of ethnic groups, compete in labor production, and focus on implementing well the following key tasks:

Firstly, Continue to thoroughly grasp and effectively implement the Party's guidelines and viewpoints, the State's policies and laws, and the key programs and tasks set out on ethnic affairs. Strengthen the consolidation and building of a clean and strong political system in ethnic minority areas. Focus on improving the leadership capacity and fighting strength of Party organizations and Party members in mountainous areas; strengthen training, fostering, creating sources and using ethnic minority cadres; pay attention to building a contingent of cadres in ethnic minority areas who are dynamic, creative, dedicated and devoted to the development of the homeland and the country; promote the development of Party members, especially Party members among ethnic minorities, as the core nucleus to build movements in villages, hamlets and hamlets.

Second, Continue to effectively implement policies, programs and projects for socio-economic development in ethnic minority areas; prioritize integrating programs, projects and resources in the area to implement poverty reduction policies quickly and sustainably, creating clear changes in improving the material and spiritual life of ethnic minorities. Strengthen the work of mobilizing, promoting, attracting investment and creating favorable conditions for businesses to invest in rural mountainous areas where many ethnic minorities live. Focus on innovating and reorganizing production methods for ethnic minorities in the direction of encouraging the development of key products with strengths associated with the program "One Commune One Product (OCOP)". Gradually diversify tourism products, effectively exploit advantages associated with preserving and promoting the cultural identity values ​​of ethnic minority areas. Focus on planning, arranging stable population, and measures to ensure safety for ethnic minorities against floods, flash floods, and landslides.

Third, Continue to innovate methods of gathering, mobilizing, and uniting ethnic groups; promote the role of village elders, village chiefs, prestigious people in the community, and grassroots forces, encourage people to promote their internal strength, self-reliance, self-strengthening, and proactive spirit to improve their lives; at the same time, actively participate in implementing and supervising the implementation of policies, programs, and projects for comprehensive development of ethnic minority areas. Do a good job of grasping the situation and proactively and promptly resolving arising issues related to security and order, especially preventing and fighting against activities that take advantage of ethnicity and religion to undermine the great national unity bloc, resolutely not allowing the formation of "hot spots" of ethnicity and religion in the whole province.

Fourth, implementing the Party's ethnic policy, from today's Congress forum, we request ethnic minorities in the province to:   Continue to strive to improve, promote the spirit of self-reliance and self-improvement; change thinking and working methods; actively propagate and disseminate typical examples of economic development in ethnic minority areas for replication; unite to help each other in labor, production, business, hunger eradication, poverty reduction, stabilize life, and gradually get rich; focus on   Preserve and promote the fine cultural identities of ethnic groups, while resolutely eliminating backward customs, superstitions, and heresies; transforming ethnic identities into a resource for sustainable development.

On this occasion, the leaders of Ninh Binh province would like to express their sincere thanks to the leaders of the Ethnic Committee and the Central agencies, and the Minister and Chairman of the Ethnic Committee for their attention, guidance, support and facilitation for Ninh Binh province to effectively implement ethnic affairs and ethnic policies. In the coming time, we hope that you will continue to pay attention, support and facilitation for Ninh Binh province to better perform its assigned tasks on ethnic affairs.
