That was the direction of Party Central Committee member, Provincial Party Secretary, Head of the Provincial National Assembly Delegation Le Quang Tung at the working session with the Party Committee of the Provincial People's Committee on implementing key tasks in 2024 this morning, February 21. Focus on implementing 12 key projects in 2024

On December 26, 2022, the Party Committee of the People's Committee issued Resolution No. 02-NQ/BCSĐ to implement the socio-economic development plan for 2023. At the same time, it built a work program for 2023, which set out key tasks, goals, and targets, directed the Provincial People's Committee to promptly implement the central resolutions, conclusions of the Provincial Party Committee and resolutions of the Provincial People's Council; directed departments, branches, and localities to synchronously and effectively implement the set goals, tasks, and solutions.

Thanks to that, the socio-economic situation of the province has achieved important results in all fields. Notably, 7/9 main socio-economic targets were completed and exceeded the plan; 2/9 targets were close to the set plan.

Key programs and driving projects have been directed resolutely and urgently, creating positive changes. The task of formulating the Provincial Planning for the 2021-2030 period, with a vision to 2050, has been completed and approved by the Prime Minister .

The province has taken advantage of the attention, assistance and facilitation of the Government, the Prime Minister and central ministries and branches to remove difficulties and obstacles in mechanisms, policies and capital sources to soon implement the province's driving force projects such as: Quang Tri Airport, Quang Tri Industrial Park, My Thuy Port, the Eastern bypass of Dong Ha City, the Master Plan for transporting coal and bulk cargo from Laos through La Lay border gate to My Thuy port...

As of January 31, 2024, the total disbursement value of the province's 2023 public investment plan was about VND 2,385 billion, reaching 77.2% of the plan assigned by the Prime Minister at the beginning of the year and 84.2% of the plan assigned by the Provincial People's Council. The total investment capital implemented in the area (current price) is estimated at VND 24,234.90 billion, down 10.62% compared to the previous year.

The Party Executive Committee of the Provincial People's Committee has also focused on reviewing and promptly handling difficulties and obstacles, resolving "bottlenecks" to unblock resources, exploit potential areas and promote the development of sectors and fields. Directing units and localities to strengthen disciplinary measures, discipline, and raise the public service awareness of cadres, civil servants and public employees in performing assigned tasks and the responsibilities of heads of agencies, units and localities.

In 2024, the Provincial People's Committee set out 8 key tasks, determined to achieve and exceed the set socio-economic targets, striving for a growth rate of total product in the area of 7% - 7.5%.

Focus on effectively implementing key contents related to 12 key projects of the province: My Thuy port area, Quang Tri Industrial Park, Hai Lang LNG Project Phase 1 (1,500MW), Quang Tri Airport, coastal road connecting the East-West Economic Corridor, Cam Lo - Lao Bao Expressway, Eastern bypass of Dong Ha City, site clearance for Van Ninh - Cam Lo Expressway project, master plan for transporting coal from Laos through La Lay International Border Gate to My Thuy Seaport and urgent infrastructure in La Lay International Border Gate area, investment project to build National Highway 15D, temporary bulk cargo port and port logistics service area in Southeast Economic Zone, project to adjust the Master Plan of Southeast Quang Tri Economic Zone.

The Party Committee of the Provincial People's Committee also proposed difficulties and problems for each specific project so that the Provincial Party Standing Committee could handle them.

Determined to start construction of Quang Tri Airport project in the second quarter of 2024

Participating in the meeting, the members of the Provincial Party Committee basically agreed with the report of the Party Committee of the Provincial People's Committee on the implementation of socio-economic tasks and the deployment of key projects in 2023. The delegates focused on in-depth discussions on 12 contents related to the province's key projects, considering this an important driving force to create growth momentum for 2025 as well as a basic premise for socio-economic development in the following years.

For each specific project, the opinions suggested that the Party Committee of the Provincial People's Committee should direct the strengthening of management, review of land procedures, conversion of forest land use purposes, adjust the General Planning of the Southeast Quang Tri Economic Zone to be consistent with the general planning of the province, focus on directing departments, branches, localities and units to complete site clearance for a number of key projects.

Affirming that the implementation of key traffic projects in the province has encountered many difficulties due to challenges in resource mobilization, legal procedures, administrative procedures, etc., Provincial Party Secretary Le Quang Tung acknowledged the efforts of the Party Committee of the Provincial People's Committee, relevant departments, branches and localities in coordinating the implementation with positive results in recent times.

In particular, the Provincial Party Secretary highly appreciated the enthusiasm of investors in their determination to implement projects in the province, because these are all projects with large capital sources. Therefore, he requested the Provincial People's Committee to continue to direct sectors and localities to create all favorable conditions to provide maximum support to investors in terms of procedures, handing over clean sites... for effective implementation.

Regarding the My Thuy Port Area project, the Provincial Party Committee agreed with the related proposals to adjust the procedures for planning the seaport area, and leasing land to enterprises to pay a one-time fee for the entire lease period to implement the project. Agreeing on the policy for the Provincial People's Committee Party Committee to direct the Provincial People's Committee to develop a Project to study and evaluate dredging materials, noting the need to seek opinions from central ministries and branches to ensure legality and create favorable conditions to support investors within the legal framework.

For the Quang Tri Industrial Park project, it is necessary to speed up the site clearance progress of the second phase of the project as well as support investors in implementing other infrastructure works. Regarding the Hai Lang LNG Project, phase 1 (1,500 MW), support investors in completing procedures related to approving the feasibility study report, environmental impact assessment...

The Provincial Party Secretary requested that, for the Quang Tri Airport project, the Provincial People's Committee and investors urge the early completion of procedures, determined to start construction in the second quarter of 2024.

Regarding the work of site clearance to implement key projects of the province, the Provincial Party Secretary assessed that recently the Provincial People's Committee has built an implementation process at the provincial level and promoted efficiency, and at the same time suggested that if necessary, the Provincial Party Committee Standing Committee should issue a directive to improve implementation efficiency.

Emphasizing that the implementation of socio-economic development goals in general, and goals for provincial-level driving projects in particular, is extremely important, contributing to the successful implementation of the Resolution of the 17th Provincial Party Congress, the Provincial Party Secretary requested departments, branches and localities to consider the tasks set by the Provincial People's Committee Party Committee as common work to coordinate efforts to well implement related contents.

Receiving the direction of Provincial Party Secretary Le Quang Tung and the comments of the members of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung affirmed that in the coming time, the Party Committee of the Provincial People's Committee will focus on directing the effective implementation of key projects of the province, reporting specifically to the Provincial Party Committee and the Provincial People's Council on related tasks.
