On the afternoon of April 25, in Lao Cai city, the Provincial Party Committee and the National Assembly Delegation of the province co-organized a conference to meet, directly dialogue and have thematic contact with voters with cadres, workers, civil servants and laborers in the province.
Attending and chairing the meeting were comrades: Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Hoang Giang, Deputy Secretary of the Provincial Party Committee; Sung A Lenh, Deputy Head of the Provincial National Assembly Delegation; National Assembly deputies, Mr. Ha Duc Minh and Ms. Nguyen Thi Lan Anh.
Also attending the conference were leaders of several Party building committees under the Provincial Party Committee, the Provincial People's Committee Standing Committee, and leaders of several departments, branches, and units of the province. More than 300 officials, civil servants, public employees, union members, and workers participated in the conference.
At the conference, after the representative of the Provincial National Assembly Delegation informed about the program and content of the upcoming session of the National Assembly, officials, workers, civil servants and employees, representatives of trade union organizations at all levels and units in the province raised 18 opinions and recommendations, participated in amending and supplementing the draft Law on Trade Unions and the Law on Social Insurance (amended); contributed opinions on the contents of health, education , investment, people's livelihood and ethnic issues.
Typically, the representative of the provincial education union requested the province to consult with the Ministry of Education and Training to propose the Government to include school health care in the group of positions established in educational institutions. The provincial General Hospital union requested the province to consult with the Government to amend Decision No. 73/2011/QD-TTg dated December 28, 2011 on regulations on a number of special allowances for cadres, civil servants and employees in medical facilities.
Representatives of the trade union of Apatit Vietnam One Member Co., Ltd., when participating in the development of the Law on Social Insurance, proposed to make adjustments to comply with the provisions of the Labor Law. Receiving opinions from voters, union officials, workers, civil servants and laborers, comrade Hoang Quoc Khanh, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, responded to opinions and recommendations and affirmed that he would direct branches and units to implement and best resolve related recommendations.
Speaking at the conclusion of the meeting, dialogue and contact with voters, Comrade Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Xuan Phong affirmed: The Provincial Party Committee and the Provincial National Assembly Delegation will receive and synthesize all opinions and recommendations to forward to the National Assembly, the Government and central agencies for resolution and implementation.
Regarding the opinions and recommendations of cadres, workers, civil servants, employees and representatives of trade unions at all levels, the Provincial Party Secretary requested that the sectors, units and agencies of the province in the coming time continue to actively implement Party building work in trade union organizations, ensuring that all activities must be under the absolute leadership of the Party; continue to effectively implement Project No. 24-DA/TU of the Provincial Party Committee on Party and union building in private economic units in the area.
Regularly pay attention to and grasp the ideological situation of workers, civil servants and laborers; innovate the content and methods of operation of trade unions at all levels, strongly orient activities towards the grassroots, taking the grassroots as the main area of operation; taking union members, workers, civil servants and laborers as the target of mobilization; taking care of and protecting the legitimate and legal rights and interests of union members, workers, civil servants and laborers as the core of development.
The Provincial Party Secretary also requested to further promote patriotic emulation movements, considering emulation as an important driving force, encouraging cadres, civil servants, public employees and workers to strive to excellently complete the tasks of agencies, units and localities. For competent agencies, it is necessary to strengthen inspection, examination and supervision of the implementation of regimes, policies and laws on labor and trade unions. The Provincial Labor Federation leads the implementation of breakthroughs according to the Resolution of the 13th Congress of the Vietnam Trade Union; takes care of building and consolidating strong trade union organizations at all levels; actively participates in developing party organizations and party members in enterprises, especially non-state enterprises.
Also at the meeting, dialogue and thematic voter contact, 100 workers in difficult circumstances received gifts of 1 million VND/person from the provincial leaders and the Provincial Labor Federation.
