Attending were comrades: Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee, Provincial Party Committee members and members of the Content Subcommittee, thematic group, and the editorial team of the Political Report serving the 15th Provincial Party Congress.
At the meeting, the leaders of the Provincial Party Committee Office approved the Regulations on the operation of the Subcommittee on Content and Plan for drafting documents to be submitted to the 15th Provincial Party Congress. Accordingly, the Subcommittee on Content is headed by the Provincial Party Committee Secretary; its core task is to prepare the Political Report, Congress Resolution, Action Program and related documents to be submitted to the Congress. To assist the Subcommittee on Content, the Provincial Party Committee Standing Committee also decided to establish specialized groups and Political Report Editorial Groups in charge of drafting specialized reports in the fields of socio -economics, national defense and security, Party building, and the political system; at the same time, prepare specialized workshops to report to the Standing Committee of the Provincial Party Committee for decision.

Speaking at the meeting, the Provincial Party Secretary emphasized: According to regulations, the 15th Provincial Party Congress has the task of reviewing the implementation of the Resolution of the 14th Provincial Party Congress, thereby drawing important lessons; determining the direction, goals and tasks for the next 5 years (2025-2030), successfully implementing the Provincial Planning for the period 2021-2030, with a vision to 2050. The Congress will also review the leadership of the 14th Provincial Party Executive Committee; elect a new Party Committee and a Delegation to attend the National Party Congress. Therefore, the preparation of documents for the Congress, especially the Political Report, must be carried out in a scientific , serious manner, with innovation in the way of doing things, must ensure real quality, fully reflecting the reality of the province. To ensure the quality of work, the Provincial Party Secretary requested all members of the Content Subcommittee and the Editorial Team to thoroughly grasp and reach a high consensus on a number of issues regarding principles, methods and approaches. In the process of drafting documents, it is necessary to smoothly combine theoretical research with practical summaries in the fields of socio-economics, national defense and security, foreign affairs, Party building and the political system of the province. Promote democracy, collective intelligence and have the participation and contributions of central and local agencies, departments, ministries, branches, socio-political organizations and the people; seek the participation and contributions of former leaders, intellectuals... It is necessary to focus on analyzing and objectively and comprehensively evaluating the results that have been achieved; the remaining limitations and weaknesses and analyze the causes, and draw key lessons. At the same time, it is necessary to thoroughly analyze the situation and forecast the development trends in the coming time to clearly indicate the goals, targets, tasks and solutions for the coming term to ensure the determination to rise up of the Party Committee, the government and the people of the province. Regarding the content and structure of the Political Report outline, the Provincial Party Secretary suggested continuing to closely follow and inherit the Resolution of the 14th Provincial Party Congress and the thematic resolutions of the Provincial Party Committee and the Provincial Party Standing Committee issued since the beginning of the term to serve as a basis; at the same time, will absorb the general guidance and orientation of the Central Government to complete.
Comrade Nguyen Duc Thanh, member of the Party Central Committee, Secretary of the Provincial Party Committee, gave a speech at the meeting.
The Provincial Party Secretary also requested that after the meeting, based on the plan and working regulations of the Subcommittee, the Thematic Report Development Teams and the Editorial Teams urgently meet, assign specific tasks to members and deploy tasks according to the set plan; assign the Department of Planning and Investment as the standing agency of the Thematic Report Development Team on socio-economics; the Provincial Police as the standing agency of the Thematic Report Development Team on national defense and security; and the Provincial Party Committee's Organization Board as the standing agency of the Thematic Report Development Team on Party building and the political system. The Thematic Report Development Teams should promptly research and propose outlines of political reports in each field, thereby proposing to the Content Subcommittee a preliminary list and summary of the topics serving the document development, on that basis, organizing a preliminary list and summary of the topics according to the determined list.
* Also at the meeting, the Provincial Party Executive Committee agreed with the contents of the Proposal of the Provincial Party Standing Committee on the Project to rearrange district- and commune-level administrative units in the 2023-2025 period. Through the review in the 2023-2025 period, there are 3 commune-level administrative units in the province with an area of less than 20% and a population of less than 300%, namely Thanh Son ward, My Huong ward, and Kinh Dinh ward in Phan Rang-Thap Cham city, which must be rearranged according to regulations; at the same time, there are 2 wards (with administrative boundaries adjacent to 3 wards subject to compulsory rearrangement) that are encouraged to rearrange, namely Phu Ha ward and Tan Tai ward.
Accordingly, My Huong ward will be merged with Kinh Dinh ward and Tan Tai ward into a new administrative unit and named Kinh Dinh ward; Thanh Son ward and Phu Ha ward will be merged into a new administrative unit and named Phu Ha ward. Along with the merger of administrative units, the organization, staff, civil servants, non-professional workers at commune, village and neighborhood levels will be arranged and consolidated, and related policies will be resolved. The implementation roadmap for the arrangement will take place in 2 years 2024-2025, ensuring compliance with the prescribed procedures.
In order for the Project on rearranging administrative units in the province to be effectively implemented, the Provincial Party Secretary assigned the Party Committees of the Provincial People's Committee and the Phan Rang-Thap Cham City Party Committee to coordinate in leading and directing the relevant agencies to organize the implementation of related issues so as not to affect the people's lives. The implementation process must ensure compliance with the rearrangement plan that has been widely agreed and supported by the people and voters; all for the highest goal of serving the interests of the people and the sustainable development of the province.
