Headquarters of Ho Chi Minh City Social Security Agency (Tan My Ward, Ho Chi Minh City).

The Minister of Finance issued Decision No. 2286/QD-BTC dated June 30, 2025 amending and supplementing a number of articles on the functions, tasks, powers and organizational structure of Vietnam Social Security from July 1, 2025.

Accordingly, Decision No. 2286/QD-BTC amends and supplements a number of articles of Decision No. 391/QD-BTC dated February 26, 2025 of the Minister of Finance stipulating the functions, tasks, powers and organizational structure of Vietnam Social Security (amended and supplemented by Decision No. 1733/QD-BTC dated May 12, 2025 and Decision No. 1892/QD-BTC dated May 30, 2025 of the Minister of Finance).

Specifically, Decision No. 2286/QD-BTC amends and supplements Clause 2, Article 3 as follows: “Social insurance of provinces and centrally run cities (collectively referred to as provincial social insurance) under the Vietnam Social Security is organized according to provincial administrative units. The headquarters of provincial social insurance is located at the political -administrative center of the provincial administrative unit. Provincial social insurance has legal status, its own seal and account according to the provisions of law. Provincial social insurance is organized on average with no more than 10 staff offices".

The provincial and municipal social insurance agencies under the Central Government (collectively referred to as provincial social insurance agencies) under the Vietnam Social Security are organized according to provincial administrative units. Provincial social insurance agencies have legal status, their own seals and accounts in accordance with the provisions of law. Provincial social insurance agencies are organized on average with no more than 10 staff offices.

Amend and supplement Clause 3, Article 3 as follows: “The grassroots social insurance under the provincial social insurance performs management in the area of ​​a number of communes, wards, and special zones (collectively referred to as grassroots social insurance). The grassroots social insurance has legal status, its own seal and account according to the provisions of law. The number of grassroots social insurance units shall not exceed 350. The grassroots social insurance does not have an internal apparatus.”

The Director of Vietnam Social Security is responsible for organizing and arranging for provincial social security to complete the organization and operation within 3 months at the latest from the effective date of this Decision.

Decision No. 2286/QD-BTC takes effect from July 1, 2025.

Previously, according to Decision 391/QD-BTC dated February 26, 2025 of the Minister of Finance, effective from March 1, 2025, the regional social insurance under the Vietnam Social Security is organized into 35 regions, with 35 headquarters located in localities.

Social insurance of districts, towns, cities under provinces, centrally run cities, inter-district social insurance (collectively referred to as district-level social insurance) belongs to regional social insurance.
