The Government Office has just issued Notice No. 493/TB-VPCP dated September 18, 2025, concluding the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 20th meeting of the State Steering Committee for important national projects and works, key to the transport sector.

The conclusion announcement stated: Public investment is one of the three pillars promoting economic development. The completion of key projects will open up new development space, connecting inter-provincial, inter-regional, national and regional connections. Therefore, the early implementation and completion of key projects will contribute to promoting high and sustainable growth, reducing traffic congestion and creating a "bright, green, clean and beautiful" environment.

At the 19th Meeting on July 31, 2025 (Notice No. 401/TB-VPCP dated August 6, 2025), the Prime Minister - Head of the Steering Committee assigned 33 tasks to ministries, branches and localities. In the past time, ministries and branches have actively implemented and achieved remarkable results, completing 12 tasks on time, including some important tasks such as:

(1) Completed an additional 208 km of highways compared to the 19th Session, bringing the total number of highways put into operation to 2,476 km;

(2) Commencement of Dau Giay - Tan Phu, Ho Chi Minh City - Long Thanh projects, Component Project 3 (DATP3) Ring Road 4;

(3) Successfully organize the inauguration and groundbreaking ceremony of 250 projects to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam on August 19, 2025;

(4) Reported to the Prime Minister the investment plan to expand the Eastern North-South expressway sections under the PPP method;

(5) Completed and submitted to the Government a Resolution on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals.

However, there are still 2 unfinished tasks:

(1) Quang Tri, Quang Ngai, Khanh Hoa, Lam Dong, and Dong Nai provinces have not completed site clearance (GPMB) for rest stops; Tuyen Quang, Lang Son, and Dong Nai provinces have not completed GPMB for projects in August 2025;

(2) The progress of project implementation is slow compared to the Prime Minister's direction (the Prime Minister requires an increase of at least 10% in output each month). At the same time, the progress of construction of rest stops and intelligent traffic systems on the Eastern North-South Expressway is slow and does not meet requirements.

From now until the end of 2025, there are only nearly 4 months left, the weather is in the rainy and stormy season with many unfavorable fluctuations, the workload is still a lot, requiring the competent authorities to continue to promote the achievements, make efforts to implement the assigned tasks to complete the projects on schedule, especially with the target of 3,000 km of expressway and basically complete Long Thanh International Airport.

This is a typical achievement of the entire term to welcome the Party Congresses at all levels and the 14th National Party Congress. In addition, newly started projects and projects in preparation for investment also need to be urgently implemented to contribute to the common goal of economic growth in 2025 reaching 8.3-8.5% and creating momentum for the following period to achieve double-digit growth. Therefore, Prime Minister Pham Minh Chinh, Head of the Steering Committee, requested ministries, branches and localities to focus on implementing key tasks, specifically as follows:

The Prime Minister requested to complete the target of putting into operation over 3,000 km of expressways and over 1,700 km of coastal roads by 2025; this is a particularly important political task that must be completed. Requesting each ministry, branch, locality, each cadre, civil servant, laborer, worker, investor, and consulting unit to actively innovate thinking, ways of thinking and working, overcome difficulties and unfavorable weather; mobilize all resources, equipment, machinery, and apply modern technical solutions to put expressway and coastal road projects in the 2025 completion plan into operation and exploitation on schedule, ensuring quality.

At the same time, ensure the basic completion of the Long Thanh International Airport project in 2025. The competent authorities are responsible for the progress of implementing the component projects to ensure synchronous and effective exploitation; and are responsible to the Party, the Government, the Prime Minister and the People for the progress of the Project implementation.

Immediately complete procedures to start the project to complete the remaining tunnels on the North-South expressway.

Regarding investment preparation procedures, the Prime Minister requested Nghe An, Quang Tri, Quang Ngai and Cao Bang provinces to proactively deploy and complete the Pre-Feasibility Study Report to submit to competent authorities for approval of investment policies for the Vinh - Thanh Thuy, Cam Lo - Lao Bao, Quang Ngai - Kon Tum and Bac Kan - Cao Bang expressway projects, striving to complete them in the fourth quarter of 2025. Hanoi and Bac Ninh and Gia Lai provinces speed up the preparation and approval of the Feasibility Study Report for the Gia Binh Airport connecting road project and the Quy Nhon - Pleiku project, striving to complete them in the fourth quarter of 2025. Ho Chi Minh City and Lam Dong province speed up the selection of investors, contractors and related procedures to start construction of the Ho Chi Minh City - Moc Bai and Tan Phu - Bao Loc projects on December 19, 2025.

The Ministry of Construction shall immediately complete investment procedures, select contractors, and minimize the time to complete the steps to start the project to complete the remaining tunnels on the North-South expressway such as Cu Mong, Nui Vung, and Than Vu tunnels on December 19, 2025, ensuring connectivity and synchronization in exploitation and operation; speed up the project approval process and start the project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway on December 19, 2025.

The Ministry of Finance urgently completes related procedures and completes the investment policy appraisal report for the Vinh - Thanh Thuy expressway project in September 2025.

Urgently hand over all site areas of projects completed in 2025 in September

Regarding site clearance, the Prime Minister requested Ho Chi Minh City and the provinces of Dong Nai, Lang Son, Tuyen Quang, Quang Tri, Can Tho, An Giang, and Ca Mau to seriously implement the Prime Minister's instructions and promptly hand over the remaining site of projects scheduled to be completed in 2025, to be completed in September 2025. The provinces of Quang Ngai, Khanh Hoa, Lam Dong, and Dong Nai urgently speed up the handover of site for rest stop projects on the Eastern North-South Expressway, to be completed in September 2025.

Regarding construction materials, the Prime Minister requested Can Tho and An Giang cities to review material needs and flexibly transfer them to meet the progress of the Chau Doc - Can Tho - Soc Trang project, especially DATP1, which is striving to be completed in 2025. An Giang and Dong Thap provinces should consider prioritizing the allocation of building materials for projects managed by the Ministry of National Defense in the Mekong Delta region.

The Ministry of Agriculture and Environment shall take the lead in resolving difficulties in material sources for projects in the project portfolio under the Steering Committee, with the Ministry of National Defense as the governing body, to be completed by October 2025.

Organize construction in 3 shifts, 4 teams, add human resources and equipment to speed up the progress of projects planned to be completed in 2025.

Regarding construction organization, the Prime Minister assigned the Ministry of Construction, localities, and agencies managing projects under construction to review and update the progress of implementation to direct investors and contractors to supplement human resources and equipment, increase construction teams, organize construction in 3 shifts and 4 teams to speed up progress to ensure completion on time, especially for projects planned to be completed in 2025.

At the same time, the Ministry of Construction, the Ministry of National Defense, the provinces of Ninh Binh, Hung Yen, Dong Nai, Lam Dong, Phu Tho, and Son La urged investors to resolutely implement the Dau Giay - Tan Phu projects, the expansion of the Ho Chi Minh City - Long Thanh, Ca Mau - Cai Nuoc, Cai Nuoc - Dat Mui expressways, the traffic route to Hon Khoai Island, the Hon Khoai dual-use port, Ninh Binh - Hai Phong, Gia Nghia - Chon Thanh, and Hoa Binh - Moc Chau projects right from the beginning to ensure the set progress.

Ho Chi Minh City needs to promote its leading role in infrastructure construction, focus on direction and management to complete the Ring Road 3 project in 2025; speed up the implementation of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh project.

The Ministry of Construction is in charge of monitoring, synthesizing, and urging localities to focus on implementing the coastal road system, ensuring the goal of having over 1,700 km nationwide by the end of 2025 according to Resolution 50/NQ-CP dated May 20, 2021 of the Government.

Investors should note that they must ensure quality, environmental hygiene, and labor safety in accordance with regulations. They must not ignore or shorten technological processes and procedures for the sake of progress, choose materials that do not meet standards, and cause environmental hygiene and labor safety at the construction site...

Regarding the groundbreaking and inauguration of projects and works to celebrate the 79th anniversary of the National Resistance Day and to welcome the 14th National Congress of the Party for the 2025-2030 term on December 19, 2025 , ministries, branches and localities propose projects to be inaugurated and commenced and send them to the Ministry of Construction for synthesis before November 10, 2025, in the spirit that each organization strives to have at least 2 works/projects eligible for inauguration or commencement.

The Ministry of Home Affairs presides over and coordinates with the Ministry of Construction and other ministries, agencies, and localities to summarize and propose rewards for deserving localities, units, and individuals in performing the tasks of the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway" on December 19, 2025.

The Ministry of Construction shall preside over and coordinate with ministries, branches, localities and relevant agencies and units to organize groundbreaking and inauguration ceremonies for projects nationwide on December 19, 2025.

Complete specific mechanisms and policies to remove obstacles in mineral exploitation by September 2025

In addition, the Prime Minister assigned the Ministry of Agriculture and Environment to urgently complete and submit to the Government a Resolution on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals; guide Lam Dong province on a plan to handle overlaps between the Planning for mineral exploration, exploitation, processing and use in the 2021-2030 period with a vision to 2050 and the Tan Phu - Bao Loc project, to be completed in September 2025.

The Ministry of Industry and Trade has instructed Lam Dong province to resolve difficulties regarding the exploitation plan of the Nhan Co bauxite mine, which has been licensed to overlap with the Gia Nghia - Chon Thanh project, to be completed in September 2025.

The Ministry of Finance completes the report and assessment of the implementation of Resolution No. 106/2023/QH15 of the National Assembly on special mechanisms in the exploitation of minerals for common construction materials, to be completed in September 2025; urgently completes the development of the Decree guiding Law No. 90/2025/QH15 of the National Assembly on bidding for investor selection in September 2025.
