“This is a political event of special significance, marking a new development step of the National Assembly Party Committee, and at the same time affirming the determination to build the National Assembly into a truly highest State power body,” the General Secretary emphasized.

Strongly innovate the thinking of law-making, remove each bottleneck

Looking back at the past term, the General Secretary assessed that the basic work aspects of the National Assembly, from legislation, supreme supervision to deciding on important national issues, have all had very positive changes.

In particular, the General Secretary acknowledged the strong innovation in law-making thinking, solving a huge amount of legislative work, gradually removing bottlenecks and bottlenecks in institutions, mechanisms and policies for development, many new and unprecedented issues were quickly resolved, while still ensuring the prescribed processes and procedures...

According to the General Secretary, the apparatus of the National Assembly agencies has also been streamlined, operating effectively and efficiently; the working methods and styles of the National Assembly and its agencies have been improved, especially digital transformation and building a digital National Assembly have achieved clear results.

“It can be said that the work of the National Assembly is very heavy, with an immense volume, requiring intelligence, dedication and silent sacrifice from each delegate,” the General Secretary acknowledged that the results of the work in the past term demonstrated a high sense of responsibility, creativity and political determination of the National Assembly Party Committee.

But besides the positive results, Party leaders said that it is necessary to seriously consider the low quality of some laws, which still have overlaps, lack feasibility, and are slow to keep up with new practical requirements.

Supervision work at times and in some places is not really drastic, has not gone deeply into the responsibilities of organizations and individuals, and has not thoroughly overcome the shortcomings that have been pointed out...

In the face of the rapidly changing and complex global and regional situation, with countries around the world focusing on development goals and not waiting for us, the General Secretary said that this is a turning point, a historic opportunity for the country to rise up. “If we are slow, we will fall behind,” the General Secretary emphasized.

From the practical context, the General Secretary thoroughly grasped the task of perfecting institutions with the requirement of "turning institutional reform into a competitive advantage and a driving force for development".

Two specific requirements set forth by General Secretary To Lam are to enhance the people's character in all activities of the National Assembly and to enhance the Party's character in the activities of the National Assembly.

Control of power in lawmaking

Orienting the key tasks, the General Secretary first requested to continue to innovate thinking, focus on leading the National Assembly to perform well the three most important functions: legislation, supreme supervision, and deciding on important issues of the country.

Regarding legislation, according to the General Secretary, it is necessary to identify this as a "breakthrough of breakthroughs" work, not only stopping at overcoming overlaps, contradictions, and bottlenecks, but also going ahead, paving the way, leading the country's development, encouraging creativity, liberating all labor, and unlocking all resources for development.

“We must be vigilant and resolute in preventing the negative impacts of group interests, policy direction by hostile forces or non-transparent campaigns, and ensuring that all laws originate from national and ethnic interests and the legitimate aspirations of the people,” the General Secretary emphasized.

Regarding supreme supervision, the General Secretary noted that it is necessary to focus on the most urgent issues such as land management, resources, environment, anti-corruption, waste prevention, protection of human rights, civil rights...

In supervision work, we must not only listen to reports but also go to the field, have direct dialogue with the people, with the subjects affected by the policy and more importantly, we must investigate the responsibilities of organizations and individuals, ensure that recommendations after supervision are strictly implemented, with clear sanctions," according to the General Secretary's request.

Regarding decisions on important issues, the General Secretary emphasized that all decisions of the National Assembly must truly put the interests of the nation and the people first and foremost. “Resolutely prevent and eliminate all influence from group interests and all negative external influences,” the Party leader emphasized.

The second key task, according to the General Secretary, is to continue researching, improving, and innovating the way the National Assembly and its agencies operate, ensuring efficiency, reducing formality, and increasing substance.

The third focus is to focus on Party building, improving the leadership capacity and fighting strength of the Party organization. In particular, the General Secretary noted the need to link building a clean and strong Party organization with improving public service culture, preventing and combating corruption and negativity, and controlling power in law-making.

The General Secretary also mentioned the fourth task of building a team of cadres, especially National Assembly deputies, to meet requirements and tasks.

According to Party leaders, cadres and party members in the National Assembly Party Committee must be exemplary in political mettle, qualities, capacity and prestige, "both red and professional", have the desire to contribute, dare to think, dare to do, dare to innovate, dare to take responsibility, and put the common interest above all.

National Assembly deputies must truly be loyal representatives of the people's will and aspirations; have strong political will, pure ethics, deep expertise, and good parliamentary skills.

“Most importantly, delegates must maintain close and regular contact with voters, listen to their thoughts, honestly reflect them in the parliament, and at the same time be subject to people's supervision,” the General Secretary said, adding that voters' trust and confidence is the highest measure of a delegate's prestige and responsibility.

Speaking at the closing ceremony of the 1st National Assembly Congress for the 2025-2030 term, National Assembly Chairman Tran Thanh Man said that after 2 days of urgent, serious and highly responsible work, with the spirit of "Solidarity - Democracy - Discipline - Breakthrough", the Congress had completed all the contents and programs set out.

The Congress had a lively, frank, democratic discussion and unanimously approved important documents including: Political report of the Party Executive Committee of the National Assembly for the 2020-2025 term; Report reviewing the leadership and direction of the Party Executive Committee of the National Assembly for the 2020-2025 term; Report synthesizing the opinions of the Party Executive Committee of the National Assembly on the documents submitted to the 14th National Party Congress.

The Congress also voted to pass the Resolution of the First National Assembly Party Congress, term 2025-2030.

In response to the directions of General Secretary To Lam, National Assembly Chairman Tran Thanh Man requested that party organizations under the National Assembly Party Committee thoroughly grasp and widely disseminate the resolution's contents, promptly complete the Action Program to implement the resolution, ensure clear assignment of people, tasks, implementation time, and completion deadline, and create strong changes right from the beginning of the new term.

The National Assembly Chairman also emphasized the direction of strongly innovating thinking, taking drastic actions, performing well the legislative work, supreme supervision and deciding on important issues of the country; continuing to accompany the Government in a substantial and effective manner, contributing to making our country a developing country with modern industry and high average income by 2030 and by 2045 becoming a developed country with high income.
