Reporting on the results of the work of developing science and technology, innovation and digital transformation in the General Department of Defense Industry (GDDI), Lieutenant General Ho Quang Tuan, Director of the GDDI, said: In recent times, the Party Committee of the GDDI has promptly and fully disseminated Resolution No. 57-NQ/TW, Resolution No. 3488-NQ/QUTW and implementation documents of the Ministry of National Defense to agencies and units. Thereby, raising the awareness of agencies and units about the importance of science and technology, innovation and digital transformation; at the same time, the consultation, management and implementation methods of science and technology tasks have had many positive changes.

Science and technology work has been promoted; actively built and opened 8 new science and technology programs and projects at all levels with large scale and high urgency to research and manufacture strategic weapons and technical equipment. Effectively organized and implemented 4 science and technology programs, projects, and independent science and technology topics and tasks at all levels to meet the requirements on progress and quality. In particular, resolutely directed and implemented research and manufacturing to promptly meet 3 types of products for parades and marches in task A80 with good results.

The Party Committee of the General Department of Defense Industry proposed that in the coming time, the Head of the Ministry of National Defense direct the agencies to allow the procedures to open new ones, and implement a number of urgent scientific and technological programs, projects, and tasks in a shortened form to soon put products into service.

Strengthen decentralization and delegation of authority to agencies and units in the Ministry of National Defense to carry out scientific and technological research tasks; form a scientific and technological ecosystem in the General Department of Defense Industry.

The functional agencies of the Ministry of National Defense continue to pay attention, create favorable conditions to help and support the General Department of Defense Industry in implementing the conclusions of the Head of the Ministry of National Defense and orienting breakthroughs, developing science and technology, innovation, and digital transformation in the coming time.

After listening to opinions at the inspection session, Senior Lieutenant General Le Huy Vinh requested that the General Department of Defense Industry focus on improving and enhancing the features of weapons, equipment, and military equipment; and research and manufacture new weapons of world-class level.

The General Department of Defense Industry needs to create a complete product instead of researching each small technology. In that product, many technologies must be integrated, for example, if 10 technologies are integrated, at least 5 must be mastered. For any technology that has not been mastered, cooperation must be done to research and master it.

The General Department of Defense Industry also needs to have a strategy for human resource development from the treatment regime to the training issue. In particular, the General Department of Defense Industry needs to prepare human resources early by "targeting" high-quality human resources at universities inside and outside the Army to train them from the 2nd or 3rd year of study. In addition, the General Department of Defense Industry needs to identify key areas and strengths to focus on development.
