Opening by congratulating Vietnam on its recent development achievements, WIPO Director General Daren Tang affirmed that Vietnam is entering a new chapter of development. Vietnam is no longer just a country of resources, goods, or manufacturing, but is becoming a country of innovation, creativity and technology.

This shift reflects a global trend: if in 1975 the value of the world stock market was mainly physical assets (80%), today the picture has reversed, with 90% of the market value based on intellectual property (e.g. large technology companies like Amazon, Google, Meta). In Vietnam, a similar shift is taking place, with 4,000 startups and some of them have become unicorns like Momo, VnPay .
According to Mr. Daren Tang, Vietnam is now in a very strong position to make this transition. Over the past 15 years, Vietnam has been one of the top performers in the global innovation index, rising from 62nd to 44th in just 10 to 12 years. Vietnam is also the world's number one exporter and importer of high technology.
Emphasizing the role of clear national strategies in the development of the innovation ecosystem, Deputy Minister Hoang Minh affirmed that Resolutions 57 and 71 complement each other, creating a synchronous system from policy to implementation.
However, for stronger innovation, intellectual property is indispensable. Intellectual property should not only be viewed from the perspective of law or legal rights, but should become a product or service that creates jobs, supports entrepreneurs and helps Vietnam become a competitive and resilient economy.

Affirming that this is a historic opportunity for Vietnam to create and develop an innovation ecosystem based on intellectual property education, Deputy Minister Hoang Minh called for building an intellectual property culture from the roots, where each young person not only creates but also knows how to protect and commercialize their ideas, helping Vietnam achieve the goal of sustainable development and high income by 2045.
