Ho Chi Minh City urges investors to complete metro project documents connecting the center with Can Gio

The Office of the Ho Chi Minh City People's Committee has just issued a document conveying the direction of Vice Chairman of the City People's Committee Bui Xuan Cuong on the proposal to invest in a high-speed urban railway connecting the center of Ho Chi Minh City with Can Gio.

Mr. Bui Xuan Cuong assigned the Department of Finance to urgently urge investors to complete the investment proposal documents for the high-speed urban railway project connecting the center of Ho Chi Minh City with Can Gio according to regulations.

The Department of Finance is also assigned to coordinate with the Department of Construction and relevant units to review relevant legal regulations in the railway sector, advise and propose investment processes and procedures for urban railway projects proposed by investors (not using budget capital) to report to the Ho Chi Minh City People's Committee in July 2025.

Previously, in early June 2025, the Department of Finance chaired a working session with the Department of Construction, the Department of Agriculture and Environment, Vingroup Corporation and VinSpeed High-Speed Railway Investment and Development Joint Stock Company on the proposal to invest in a high-speed urban railway connecting the center of Ho Chi Minh City with Can Gio.

At the meeting, the investor proposed to invest in the project with direct capital from the enterprise in accordance with the law on investment.

Currently, the investor is completing the project investment proposal. After receiving the investor's documents, the Department of Finance will organize project appraisal according to regulations.

According to the planning of Ho Chi Minh City for the period 2021-2030, with a vision to 2050 approved by the Prime Minister , the urban railway line connecting the city center to Can Gio is line number 12.

The project is 48.7 km long, starting from Nguyen Van Linh Street (between the intersection with Nguyen Thi Thap Street and Ly Phuc Man Street), old District 7; ending at the 39-hectare land adjacent to the Can Gio coastal urban tourism project.

In early March 2025, Vingroup Corporation sent a document to the Ho Chi Minh City People's Committee requesting permission for the enterprise to prepare a project proposal.

After that, the Ho Chi Minh City People's Committee approved Vingroup Corporation to research and prepare a proposal for a railway project connecting the city center with Can Gio district under the public-private partnership (PPP) method.
