Hue City: Disbursement of new central capital sources reaches 28%

On the morning of July 17, at the 10th session of the Hue City People's Council, term VIII, 2021 - 2026, delegate Duong Thi Thu Truyen raised the question, as of June 30, the latest data provided by the Hue City Department of Finance, the central budget had 436,926 billion VND that had not been disbursed; of the 155,979 billion VND of public service capital that the central government had allocated to the city, 125,881 billion VND (poverty reduction program of 76,448 billion VND and socio -economic development program for ethnic minority and mountainous areas of 49,437 billion VND) had not been allocated by the city.

Mr. La Phuc Thanh, Director of Hue City Department of Finance, replied that in the 2025 capital plan, after 6 months, 171,118/608,044 billion VND has been disbursed, reaching a rate of 28%. Of which, development investment capital is 154,793/317,896 billion VND, reaching a rate of 48%. Higher than the national average (40%).

To focus on accelerating the implementation progress and disbursement of capital for national target programs before and after completing the merger of 2-level local governments, striving to disburse over 90% by December 31, 2025, Hue City Department of Finance proposes a number of solutions in the coming time as follows:

The Department of Agriculture and Environment and the Department of Home Affairs urgently coordinate with agencies, units, communes/wards to submit to competent authorities to immediately allocate 125,881 billion VND of additional public capital allocated by the Central Government during the year for two national target programs: Sustainable poverty reduction, socio-economic development of ethnic minority and mountainous areas in Decision 570/QD-TTg dated March 11, 2025 and Decision 778/QD-TTg dated April 16, 2025 of the Prime Minister. To be completed in July 2025.

The People's Committees of wards and communes, the regional project management boards and the city-level investors report on the handover and receipt of project documents after the operation of the two-level local government; review the registration of capital needs and commitments to disburse capital to implement national target programs in the last 6 months of 2025 and send them to the city-level national target program owners for synthesis and submission to the Department of Finance to report to the City People's Committee. The People's Committees at the commune level urgently develop detailed plans, specifying each step of implementing livelihood models and production development projects that have been allocated capital.

Strengthen the staff of the National Target Program Steering Committee to ensure continuity and no interruptions in the implementation of the program. It is especially necessary to focus on reviewing and completing procedures for adjusting investors and expenditure estimates to ensure compliance with the newly implemented 2-level urban government model.

Timely resolve difficulties in disbursement procedures and career capital settlement records, ensuring that capital is disbursed promptly; focusing on resolving difficulties in disbursing capital for 3 projects with low disbursement rates.
