Ho Chi Minh City receives nearly 80,000 applications after merger

On July 10, the City Party Committee's Propaganda and Mass Mobilization Commission coordinated with the Ho Chi Minh City Department of Culture, Sports and Tourism to hold a press conference to provide information on socio -economic issues in Ho Chi Minh City.

Arrange personnel in 3 areas to guide units

At the press conference, Deputy Director of the Department of Home Affairs Nguyen Ngoc Hang said that after nearly 2 weeks of implementing the 2-level local government model, the operations of localities have basically stabilized. The city has integrated 100% of online public services into the National Public Service Portal, and officially closed the city's own portal interface from June 18 to implement "one window".

From July 1 to 9, the city received nearly 80,000 administrative procedure files, of which more than 48,000 files were at the commune level. Information systems operated stably, and the digital infrastructure basically met the requirements. Some wards and communes still lacked equipment, and the city directed relevant units to urgently support and complete the facilities to improve the quality of service for people and businesses.

At the Department of Home Affairs, the administrative boundary merger did not create new procedures or cause disruption to people and businesses. Before July 1, the Department of Home Affairs submitted to the Ho Chi Minh City People's Committee to announce 162 administrative procedures under its authority (including 102 provincial-level and 60 communal-level) to ensure continuity and transparency.

The Department has also arranged personnel in 3 areas (formerly Ho Chi Minh City, former Binh Duong, former Ba Ria - Vung Tau ) to guide and receive documents, and update the administrative procedure settlement system, seals, agency names, etc. This is to maintain stable operations without creating administrative barriers. Currently, there have been no negative feedbacks from people and businesses. At the same time, coordinate with relevant agencies and units to synchronize data, ensure that people do not have to resubmit documents, do not redo procedures, and continue to monitor and promptly handle any issues arising after the merger.

Need 85,000 - 90,000 workers in the third quarter

Regarding the labor and employment situation in the area, the Department of Home Affairs said that in the first 6 months of the year, Ho Chi Minh City (newly) recorded 96,795 cases receiving unemployment benefits; of which, women accounted for more than 53% (down 20.6% over the same period). The number of cases in need of and receiving vocational training support was 3,523 people (up 5% over the same period).

Also during this period, the labor market in 3 areas of Ho Chi Minh City has many positive changes in both supply and demand. According to the assessment of the Employment Service Centers under the Department of Home Affairs, it is expected that in the 3rd quarter, the labor demand of enterprises will be about 85,000 - 90,000 people.

The influx of workers from newly merged areas has contributed to creating an abundant source of human resources. However, the transition also poses certain challenges regarding the mismatch between existing skills of workers and new requirements from businesses.

Solutions to connect jobs and stabilize the labor market

With the motto "no one is left behind" in the process of organizational transformation and socio-economic development in the new period, the Department of Home Affairs has been advising the People's Committee of Ho Chi Minh City to promote traditional and online supply-demand connection channels; organize periodic job exchanges at Job Service Centers and in ward and commune clusters, especially for unemployed people, workers affected by organizational restructuring, and new graduates.

At the same time, the Department of Home Affairs has expanded its links with other localities, state-owned enterprises, FDI enterprises and programs sending workers to work abroad, aiming to diversify employment opportunities for people.

For cadres, civil servants, public employees, part-time workers, and workers who quit their jobs after the organizational restructuring, the People's Committee of Ho Chi Minh City approved the Project to support vocational training for career conversion; job introduction; purchase and hire-purchase of social housing for cadres, civil servants, public employees, part-time workers, and workers after the organizational restructuring of the political system in Ho Chi Minh City, with the following policies: Support for job introduction associated with career conversion orientation; support for vocational training associated with career conversion; support for loans to solve employment; support for purchase and hire-purchase of social housing.
