Deploying the 2024 Special Topic on studying and following Ho Chi Minh's ideology, morality and style

In order to continue to create strong, practical and effective changes in the research, study, application and development of Marxism-Leninism and Ho Chi Minh thought to meet the requirements and tasks of building and defending the Fatherland in the new situation, contributing to building and rectifying the Party and the political system.

On January 2, 2024, Comrade Nguyen Duc Thanh, Member of the Party Central Committee, Secretary of the Provincial Party Committee signed and issued Plan No. 259-KH/TU of the Provincial Party Committee Standing Committee to deploy the 2024 Special Topic on studying and following Ho Chi Minh's ideology, morality and lifestyle on patriotic emulation, determined to successfully implement the goals of the Resolution of the 14th Provincial Party Congress (Special Topic 2024).

In order to effectively study and implement the 2024 Topic, the Provincial Party Standing Committee assigned the Provincial Party Committee's Propaganda Department to complete the research, compilation and publication of the 2024 Topic in February 2024; organize conferences to disseminate and guide the implementation of the 2024 Topic for reporters at all levels, leaders of departments, branches, sectors, the Provincial Front and mass organizations. In March 2024, the district Party Committees, city Party Committees, and Party Committees directly under the Provincial Party Committee directed and guided the organization of studying and disseminating the 2024 Topic to cadres, party members, civil servants, public employees; cadres and soldiers in the entire Party Committee.

Regarding the development of collective implementation plans, the Provincial Party Standing Committee requested to apply the content of the 2024 Topic to programs and plans to implement tasks of Party committees, branches, localities, agencies and units, such as: Emulating to successfully carry out national defense, security and foreign affairs tasks, proactively integrating into the international community, creating a peaceful environment and favorable conditions for the development of Ninh Thuan homeland; improving the quality of emulation movements in the field of Party and State building and the entire political system; focusing on building a clean and strong Party, improving the leadership capacity and fighting strength of Party organizations and Party members; building a streamlined, effective and efficient apparatus to serve the people, taking people and businesses as the center; promoting decentralization and delegation of powers along with strengthening inspection and supervision work and improving the quality of cadres, civil servants and public employees; Promote the responsibility of setting an example, the spirit of creativity, daring to think, daring to do, daring to take responsibility of cadres and Party members, associated with strengthening the prevention and fight against corruption and waste. Promote the patriotic emulation movement of the Fatherland Front and people's organizations, enhance the role of gathering and building the great national unity bloc,... actively contribute to the successful implementation of the socio-economic development task, achieving and exceeding the goals of the Resolution of the 14th Provincial Party Congress.

Regarding the development of personal plans, after studying and thoroughly grasping the 2024 Topic, each cadre, Party member, civil servant, public employee, union member, and association member, especially the leader, must be exemplary in applying the content of the topic to develop a plan to study and follow Ho Chi Minh's ideology, morality, and style in 2024; send it to the Party cell committee for monitoring and as a basis for analyzing quality and evaluating and classifying Party members at the end of the year. Party committees and leaders of agencies, units, and organizations at all levels are responsible for monitoring, supervising, and evaluating the implementation results of the plan of Party members, cadres, civil servants, public employees, union members, and association members of their agencies and units. For retired Party members, Party members who are not healthy enough, and Party members exempted from activities, they do not have to develop a personal plan. Implementation and completion time is in March 2024.

In addition to the above contents, Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations of the province strengthen the direction and organization of propaganda to implement the 2024 Special Topic, associated with propaganda to celebrate major holidays in 2024; patriotic emulation movements, the implementation of tasks of localities, agencies and units. Focus on strengthening regular and continuous propaganda on mass media, publications, electronic news sites of sectors, localities and units; focus on propagating and spreading examples of good people and good deeds in studying and following Ho Chi Minh's ideology, morality and style to spread the meaning and noble values of studying and following Uncle Ho, creating solidarity and unity in the Party, consensus in society to successfully achieve the set goals.

For district, city and party committees directly under the Provincial Party Committee, develop plans, conduct inspections and supervise the implementation of Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, including the 2024 Topic; associated with the implementation of the Central Resolution No. 4, terms XII and XIII, on Party building.

The plan of the Provincial Party Standing Committee also assigned the Party Committee of the Provincial People's Committee to continue to direct the concretization of the content of Plan No. 75-KH/TU dated September 17, 2021 of the Provincial Party Standing Committee to implement Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle and the Plan to implement the 2024 Topic of the Provincial Party Standing Committee. Lead and direct all levels, branches and localities to launch and organize emulation movements right from the beginning of the year; continue to practically and effectively implement emulation movements with focus and key points, achieving practical results.

Assign the Provincial Party Committee's Mass Mobilization Commission, the Party Delegation of the Vietnam Fatherland Front Committee and socio-political organizations of the province; District Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee to base on this plan to develop a plan to organize learning, dissemination, propaganda and implementation of the 2024 Topic in a suitable, practical and effective manner. Strengthen leadership, direction, inspection, supervision and evaluation of the implementation of the 2024 Topic in party organizations, localities, agencies and units; carry out well the annual summary report to the Provincial Party Committee's Propaganda Department for monitoring and reporting to the Provincial Party Committee Standing Committee.

Press agencies in the province strengthen the construction of specialized pages and columns to regularly and extensively propagate to cadres, Party members and people of all walks of life the content of the 2024 Special Topic; the study and following of Ho Chi Minh's ideology, morality and style of organizations, localities, agencies and units in the whole province; discover and introduce, propagate and replicate good practices, models, typical collectives and individuals in studying and following Uncle Ho... Actively mobilize reporters and editors to participate in composing and promoting literary, artistic and journalistic works on the topic of studying and following Ho Chi Minh's ideology, morality and style in the period of 2023-2025. For Ninh Thuan Radio and Television Station, develop a plan to broadcast documentaries, short films, and exchange programs with the theme: "Learning from Uncle Ho's example - Journey to realize the aspiration for Ninh Thuan to develop" broadcast on Uncle Ho's birthday (May 19) every year.
