Deploying planning and renovating the space of the area east of Hoan Kiem Lake

Accordingly, Vice Chairman of the City People's Committee Duong Duc Tuan unanimously concluded and directed as follows: Assign the Department of Finance to urgently advise and propose the establishment of a City Working Group, the operating regulations of the City Working Group and establish a Working Group to assist the Working Group to implement tasks on planning and renovating the space of the area east of Hoan Kiem Lake, report to the City People's Committee on March 11, 2025.

Advise and draft documents of the City Party Committee and People's Committee to report to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee on the policy of implementing the investment project to build a special square and park in the area east of Hoan Kiem Lake, and report to the City People's Committee before March 13, 2025.

Assign the Department of Agriculture and Environment to review, systematize, and provide a 1/500 scale topographic map of the area to the People's Committee of Hoan Kiem District and the Institute of Construction Planning before March 10, 2025 to serve the work of making a master plan and architectural plan; provide information and cadastral records to the People's Committee of Hoan Kiem District to serve the work of inventory, making plans for compensation, support, and site clearance; advise and propose to the City People's Committee on adjusting planning, land use plans, allocating land use targets, etc. to serve project implementation.

Regarding planning work: agree with the proposal of the Department of Planning and Architecture on the parallel implementation of the projects of Local Adjustment of Urban Zoning Plan H1-1B (Hoan Kiem Lake Area and surrounding areas), scale 1/2000 and Master Plan of the scale 1/500 (Detailed planning according to the shortened process), Architectural plan of the land area east of Hoan Kiem Lake; The selection of consulting units is implemented according to the provisions of Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City (Research area belongs to the TOD area of ​​station C9 - urban railway line No. 2, phase 1 (2.1) Nam Thang Long - Tran Hung Dao).

Regarding the process and procedures, the Department of Planning and Architecture is assigned to urgently advise and propose to the City People's Committee to assign the People's Committee of Hoan Kiem District to organize the preparation of Local Adjustments to the Urban Subdivision Planning H1-1B (Hoan Kiem Lake Area and surrounding areas), scale 1/2000, Master Plan Planning scale 1/500 (Detailed Planning according to the shortened process) and Architectural Plan; assign the Institute of Construction Planning as the consulting unit to prepare adjustments to the Urban Subdivision Planning and Master Plan, before March 15, 2025.

Regarding the architectural plan: study the architectural plan in the area east of Hoan Kiem Lake in the direction of becoming a special square - park; in which it is necessary to investigate and carefully survey valuable architectural works that need to be preserved (French architectural works at the Department of Culture and Sports, Institute of Literature (under the Vietnam Academy of Social Sciences ...), symbolic works, relics (revolutionary historical relic of Uncle Ho visiting the Lamp House,...) to have a conservation plan, propose appropriate and harmonious use functions in the architectural landscape space of the area.

Research on planning and organizing underground space in the area east of Hoan Kiem Lake (about 3 basements), connecting underground space of station C9 - urban railway line No. 2, phase 1 (2.1) Nam Thang Long - Tran Hung Dao, having appropriate technical solutions for conservation works during basement construction; propose functional use of underground space to ensure effective land use, meeting people's needs (should study and propose multi-functional use: public, cultural, service, commercial, infrastructure, etc.).

After completing the architectural plan, assign the Department of Planning and Architecture, the Institute of Construction Planning, and the People's Committee of Hoan Kiem District to collect opinions from organizations, individuals, and residential communities according to regulations (collect opinions once for all 3 projects and plans).

Regarding the implementation of the Investment Project: after the Local Adjustment of the Urban Zoning Plan H1-1B (Hoan Kiem Lake Area and surrounding areas), scale 1/2000 and the Master Plan of the area at scale 1/500 of the area east of Hoan Kiem Lake were approved, the Department of Finance was assigned: Based on the provisions of the Law on Public Investment amended on November 29, 2024, Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly, urgently advise and propose to the City People's Committee to separate the compensation, support and resettlement work into an independent project, meeting the progress requirements of the special key investment project of the City (TOD area of ​​station C9 - urban railway line No. 2, phase 1 (2.1) Nam Thang Long - Tran Hung Dao).

Urgently advise and propose the City People's Committee to decide on the policy of the Square - Park Construction Investment Project (research in the direction of separating into 02 phases: phase 1: investing in the construction of the above-ground part of the square - park in the form of public investment; phase 2: investing in the construction of underground works under the square - park together with the underground works of station C9 - urban railway line No. 2, phase 1 (2.1) Nam Thang Long - Tran Hung Dao, according to the TOD model).

Regarding the mechanism and policies for site clearance, compensation, support, resettlement and temporary residence arrangement for organizations and households within the scope of the investment project: for the Headquarters of the Department of Culture and Sports, the Institute of Literature - Vietnam Academy of Social Sciences, the Hanoi Population Office, the Hanoi Association of the Blind: the Department of Construction shall preside over and coordinate with the Department of Finance, the Department of Agriculture and Environment to review the housing and land fund managed by the City and, based on the Law on Management and Use of Public Assets, propose locations for new headquarters for units according to regulations.

For households located in the project area: assign the Department of Agriculture and Environment to research, advise, and propose to the City People's Committee to apply the highest compensation mechanism and policy for people, and arrange resettlement by land (in Dong Anh district) for cases eligible for compensation for residential land.

Assign the Department of Construction to research, review, and propose temporary housing arrangements for households (while waiting for resettlement land allocation) and sell resettlement houses to those who do not meet the conditions for land resettlement to stabilize their lives when implementing site clearance.

For the Headquarters Area of ​​the National Power Transmission Corporation, the Northern Power Corporation, the Hanoi Power Corporation, and the Power Hotel: the Department of Planning and Architecture is assigned to research and propose locations for new headquarters for the units (in the Headquarters Area of ​​the Corporations - Cau Giay New Urban Area).

Assign the City People's Committee Office to coordinate with the Department of Industry and Trade to arrange a working session between the City People's Committee leaders and the leaders of the Corporations and units to agree on plans and solutions to speed up the implementation progress, before March 15, 2025.

Regarding the City Citizen Reception Headquarters: assign the Department of Construction, Department of Finance, and the City People's Committee Office to study and propose a new location for the City Citizen Reception Headquarters, ensuring spaciousness and convenience for citizen reception work, before moving, and report before March 15, 2025.

For Hoan Kiem Electricity Headquarters and State Treasury Office Headquarters: assign the People's Committee of Hoan Kiem District to review land funds in the district, arrange suitable locations or report and propose to the City People's Committee for consideration and decision, before March 25, 2025.

Regarding the land fund planned for resettlement for the Project (and some key projects of the City) in Dong Anh district: assign the People's Committee of Dong Anh district to urgently review and report to the City People's Committee on the land fund of about 100 hectares to serve the resettlement work for key projects of the City.
