Submit to the Prime Minister about the Ring Road 4 project

(TN&MT) - Ho Chi Minh City People's Committee said it has just submitted to the Prime Minister the Ring Road 4 project.

According to report No. 7515/TTr-UBND of the Ho Chi Minh City People's Committee, the Ring Road 4 project, once completed, will create a strategic traffic axis connecting the Southeast, Southwest and Central Highlands regions, contributing to the overall socio-economic development.

The Beltway 4 project is an important national project whose investment policy was decided by the National Assembly . The total preliminary investment in phase 1 is about 122,774 billion VND.

The project is invested in the form of public-private partnership (PPP), build-operate-transfer (BOT) contract, with the participation of state capital (central budget, local budget), the rest is the investor's capital.

According to the road network planning for the 2021 - 2030 period, with a vision to 2050, Ho Chi Minh City Ring Road 4 is an expressway beltway under the national road network planning, with a scale of 8 lanes, invested before 2030.

Specifically, the site clearance according to the scale of the complete phase cross-section is 74.5m wide; the scale of the investment phase will invest in the expressway section with the centerline coinciding with the planning centerline, with a scale of 4 complete expressway lanes 25.5m wide.

The total land area used for the project is about 1,415.49 hectares, of which rice land is about 455.71 hectares, other agricultural land is about 245.16 hectares, residential land is about 152.21 hectares, perennial crop land is about 511.33 hectares, non-agricultural production and business land is about 5.90 hectares, other land is about 45.18 hectares.

The number of households affected by the project is about 5,862, of which 1,280 households are in Ho Chi Minh City, 595 households are in Ba Ria - Vung Tau, 1,697 households are in Dong Nai, and 2,290 households are in Long An. The preliminary cost of compensation, support, and resettlement for the project is 40,994.42 billion VND.

According to the schedule, the Ring Road 4 project will select investors in 2025. Compensation, support and resettlement work will be carried out from 2025 and completed in 2026. It is expected that the project will start in the first and second quarters of 2026 and be completed in 2028.
