On the afternoon of September 26, the Ministry of Education and Training held a conference to summarize the organization of the 2025 High School Graduation Exam and prepare for the 2026 exam.
The conference took place at Ton Duc Thang University (HCMC), chaired by Permanent Deputy Minister of Education and Training Pham Ngoc Thuong.
During the discussion session, representatives of the Departments of Education and Training presented papers and gave a general assessment of the organization of the 2025 High School Graduation Exam in the locality.
The opinions focused on drawing lessons, pointing out advantages and difficulties in the implementation process, and at the same time proposing many solutions to improve the effectiveness of exam organization in the coming years.

The 2025 exam will be serious, safe, and in accordance with regulations.
In his concluding remarks, Permanent Deputy Minister Pham Ngoc Thuong affirmed that, with a spirit of urgency and seriousness, the 2025 Exam was carried out safely, in accordance with regulations, fully meeting the goals and requirements in the direction of competent authorities.
The exam serves three important purposes: to recognize high school graduation; to provide reliable data for university and college admissions; and to assess the quality of teaching and learning at general education institutions.
The organization of the exam is also required to be compact, economical, reducing pressure on candidates and parents, but still ensuring quality, seriousness and reliability.
According to the Deputy Minister, the 2025 exam inherits the positive results from 2024, with all stages from creating questions, printing, invigilation, grading, review to announcing results being carried out seriously and according to plan. This result was achieved thanks to the close coordination of localities, ministries and especially the sense of responsibility and dedication of the team of teachers directly involved.
This year, the organization of the exam has some new technical points: increased application of information technology in most stages; serious inspection and examination with the participation of many forces; clear division of responsibilities between localities and educational institutions, contributing to improving transparency and fairness.
The exam results fairly accurately reflect the quality of teaching and learning in schools. The average scores of all subjects are generally higher than in 2024, with a wide range of scores and good differentiation, supporting universities in their admissions efforts. The percentage of candidates achieving above-average scores in many subjects is over 70%, even over 80%.

In the coming time, the Ministry of Education and Training will continue to analyze the exam results in depth to gain experience, improve the organization process, and provide timely instructions to improve the quality of education. The Ministry hopes to continue to receive the cooperation of all levels, sectors and the whole society to effectively implement the 2018 General Education Program, organize the next exams well and improve the quality of human resources.
Continue the motto "4 right, 3 no, 2 strengthen"
Regarding the 2026 High School Graduation Exam, the Deputy Minister said that it will basically maintain the same stability as in 2025, but it is necessary to carry out a number of tasks: amend and supplement regulations and announce them early so that localities can be proactive; continue to improve and upgrade software; add questions to the question bank; build and strengthen the question-making team; and issue a plan to organize the exam.
The Deputy Minister emphasized that the responsibility of leadership and direction at the local level, especially at the Departments of Education and Training, must be comprehensive and thorough, following the motto of "6 clear": clear people, clear work, clear responsibility, clear authority, clear time, clear results. Coordination between forces participating in the exam must be smooth and seamless, because the exam mobilizes a large force from many sectors.
For the exam to take place safely, seriously and effectively, all professional stages must thoroughly grasp the spirit of "4 rights, 3 no's" (correct regulations, correct procedures, correct duties, correct timing; no negligence, no excessive pressure, no arbitrarily handling unusual situations - PV).
In addition, add the "2 enhancement" criteria: enhance teachers' sense of responsibility and enhance students' self-awareness.

The Deputy Minister assigned the Department of Quality Management (Ministry of Education and Training) to preside over the revision and supplementation of the 2026 Exam regulations and soon announce them. At the same time, continue to improve and upgrade the software system to better serve the exam, continue to add questions to the exam bank, continue to strengthen the test-making team and soon issue a plan to organize the exam.
For higher education institutions, the Deputy Minister suggested continuing close coordination in arranging personnel to participate in exam inspection work, and accompanying the Ministry of Education and Training in the process of completing the plan to organize high school graduation exams on computers in the coming period.
On behalf of the Ministry of Education and Training, Deputy Minister Pham Ngoc Thuong expressed his thanks to the departments, ministries, and branches, especially the Ministry of Public Security , the Government Cipher Committee, etc., for their close coordination and support for the education sector in organizing the high school graduation exam over the past years. The Deputy Minister expressed his hope that this coordination will continue to be more effective in the 2026 exam and the following years.

Regarding the Departments of Education and Training, Deputy Minister Pham Ngoc Thuong suggested that from the beginning of the school year, it is necessary to strengthen formal teaching, pay close attention to 12th grade students, and focus on regular teaching to ensure quality, while reducing pressure during the exam preparation period.
Periodic testing and assessment must be linked with final exams, including the arrangement of exam subjects and exam rooms, while paying special attention to average and weak students and students who need additional support.
