During the operation of these companies, since 2021, Truong Hue Van was directed by Ms. Truong My Lan to establish new legal entities, using business plans related to the operations of Lavifood Joint Stock Company (fake plans on buying and selling agricultural products) to coordinate with SCB Bank to prepare loan documents to get money for different purposes of Ms. Truong My Lan and Truong Hue Van. Following Ms. Lan's instructions, Truong Hue Van directed Nguyen Phi Long and Dang Quang Nguyen to establish 52 new legal entities and coordinate with SCB Bank staff to prepare loan documents.

In addition, Truong Hue Van also directed employees at 4 companies with the above business activities to coordinate with SCB to prepare loan documents for use in business activities. However, the above companies were operating at a loss, so Truong Hue Van used money from other loans of other legal entities and individuals at SCB to repay these loans.

According to the investigation agency, in 2021, Ms. Truong My Lan bought Lavifoodod Joint Stock Company from Mr. Le Thanh and assigned Truong Hue Van to manage and operate through Nguyen Phi Long (General Director of Lavifoodod Joint Stock Company). During the operation, Truong My Lan directed Van to use the legal entity of Lavifoodod Joint Stock Company to borrow capital from SCB Bank for business purposes and to repay debts at other banks. In addition, Ms. Lan agreed and directed Van to establish "ghost" companies to get a business plan to buy and sell agricultural products with Lavifoodod Joint Stock Company to create fake loan documents, create loans, and withdraw money from SCB for the purposes of Ms. Lan and Van.

In addition, during the management of Saigon Galleria Joint Stock Company and Eurasia Concept Company, Van also directed subordinates to coordinate with SCB to prepare loan documents at SCB Bank to get money to pay for the activities of these companies, but when it was necessary to repay the debt, he did not use money from business activities but took money from loans of other companies and individuals that were created falsely at SCB Bank to repay SCB's debt.

Since 2020, Van has directed his subordinates to establish and use 52 "ghost" companies and 4 real companies (50 loans), creating 155 fake loans to withdraw money from SCB Bank. As of October 17, 2022, these 155 loans still have an outstanding debt of more than VND 2,834 billion (principal debt of more than VND 2,809 billion, interest of more than VND 25 billion).
