On February 15, the Provincial People's Committee worked with the Vietnam National Coal and Mineral Industries Group (Vinacomin) and the Dong Bac Corporation (Dong Bac Corporation) to resolve recommendations related to the implementation of investment projects in Quang Ninh province. Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, chaired the meeting. Also attending were Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee; leaders of TKV and Dong Bac Corporation; leaders of member units of the Coal industry; leaders of relevant departments, branches and localities of the province.
According to the report of the Department of Industry and Trade, the total number of petitions from TKV and Dong Bac Corporation from the beginning of 2024 to this point is 86 petitions. Of which, TKV has 63 petitions, Dong Bac Corporation has 23 petitions. Currently, 29 petitions are being resolved (TKV has 26 petitions and Dong Bac Corporation has 3 petitions). Most of the petitions are related to obstacles in project implementation procedures, expansion and upgrading of mines and land and site clearance problems.
At the working session, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee; Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, together with relevant departments, branches and localities, reviewed all 86 recommendations according to each group of issues of member units of TKV and Dong Bac Corporation. Thereby, they agreed on measures to remove and overcome issues related to the management and licensing of coal exploration and mining projects; the management of coal transportation activities; land management; environmental protection; expansion of coal warehouses; construction of dumping sites; construction of dormitories for workers... At the same time, they frankly criticized the units, departments, branches and localities that have not yet fulfilled their responsibilities in coordination and resolution, leading to many recommendations being prolonged and not being completely handled.
Based on the opinions at the meeting, in his concluding remarks, Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, emphasized: To contribute to the overall growth results of the whole country, Quang Ninh province has recently built a scenario for economic growth in 2025, the highest ever, with a growth rate of 14%, 2% higher than the level assigned by the Prime Minister and the target previously approved in Resolution 31 of the Provincial Party Committee and Resolution 237 of the Provincial People's Council.
To achieve this goal, the Coal industry needs to produce about 41.3 million tons of coal in 2025 to contribute to the growth of the province. Removing obstacles to increase mine capacity and starting new projects plays a very important role for the Coal industry to boost production and business. Therefore, the province will accompany the Coal industry to focus on completely and comprehensively removing all bottlenecks and obstacles that have existed for many years.
After reviewing and grasping the specific progress of resolving the recommendations, the Standing Vice Chairman of the Provincial People's Committee requested TKV and Dong Bac Corporation to urgently review all land areas in use and land areas planned for the unit to proactively coordinate with relevant departments, branches, and People's Committees of relevant localities to complete procedures on land, site clearance, etc. under their authority before February 20, 2025. Departments, branches, and heads of localities must be truly proactive and actively join the Coal industry to review and remove obstacles so that the Coal industry units can operate stably and develop. For obstacles beyond their authority, departments, branches, and localities must promptly report to the Provincial People's Committee for timely solutions. The Provincial People's Committee will also establish a Working Group to coordinate with the Coal industry to remove difficulties under the authority of the Central Government, and long-standing recommendations related to many departments and localities. Every week, the Provincial People's Committee will meet to evaluate the progress of resolving difficulties and recommendations of the Coal industry in the spirit of "clear work, clear responsibility, clear progress, clear people".
