The main content of the draft Resolution has 5 articles including: scope of regulation; applicable subjects; funding, investment, investment support, forest protection contracting in the forestry sector in the province; funding sources; implementation organization.
Specifically, for the funding of special-use forest protection, the community and the subjects specified in Clauses 2, 3 and 4, Article 8 of the Forestry Law are provided with State funding for forest protection (in communes in region I) at an average of VND 500,000/ha/year, and in communes in regions II and III at 1.2 times the average level.
Regarding the content of funding for natural regeneration promotion and natural regeneration promotion with additional planting under the special-use forest planning, the draft stipulates: natural regeneration promotion and encirclement (for forest owners being organizations and communities), the average funding level is 1 million VND/ha/year for 6 years; natural regeneration promotion and encirclement with additional planting (for forest owners being organizations and communities), the average funding level is 2 million VND/ha/year for the first 3 years and 1 million VND/ha/year for the next 3 years.
Regarding the content of supporting investment in planting production forests and developing non-timber forest products, in case the forest owner is a Kinh ethnic household belonging to the poor household category, an ethnic minority household, a residential community living stably in a border commune, an ethnic minority area and a mountainous area according to the Prime Minister 's regulations, the draft content stipulates: one-time support of an average of 15 million VND/ha/cycle to buy seedlings, materials, and fertilizers for planting timber trees and non-timber forest products according to the business cycle of the plant species; support for costs for forestry extension work of 500,000 VND/ha/4 years (1 year of planting and 3 years of care).
In addition, the draft resolution also includes a number of other contents related to funding, investment, investment support, and forest protection contracts in the forestry sector in the province.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee basically agreed with the contents of the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council promulgating the investment level and support for investment in forest protection and development in the province.
Regarding the content related to transitional regulations, the Vice Chairman of the Provincial People's Committee agreed that the contents approved before the resolution took effect would be implemented according to the established mechanisms and regimes. After the resolution takes effect, when new contents arise, they will be implemented according to the new regulations. He requested that based on the opinions at the meeting, the drafting agency (Department of Agriculture and Rural Development) would absorb, review, edit, and supplement to complete the draft.
