On the morning of October 18, the Provincial People's Committee organized a launching ceremony for a special emulation movement among the forces participating in protecting security and order at the grassroots level with the theme "New forces, new spirit, emulation to ensure security and order at the grassroots level in the new situation". Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee; Major General Bui Quang Thanh - Member of the Provincial Party Committee, Director of the Provincial Police Department co-chaired. At the launching ceremony, Vice Chairman of the Provincial People's Committee Nguyen Van De requested Party Committees, leaders of departments, branches, People's Committees of districts, cities and towns and all forces participating in protecting security and order at the grassroots level to clearly identify the meaning and importance of this special emulation movement. Strive, overcome difficulties and seriously and effectively implement the goals and tasks set out by the Ministry of Public Security and the Provincial People's Committee.

On behalf of the Nghe An police force, Major General Bui Quang Thanh approved Plan No. 714 dated September 18, 2024 of the Provincial People's Committee, and at the same time requested the Police of Districts, Cities and Towns to focus on effectively implementing key and breakthrough tasks, in accordance with the characteristics and actual conditions. Support the Commune Police to grasp the security and order situation; build a movement for the entire people to protect national security; perform well the work of fire prevention, fighting, rescue and salvage; perform well the administrative management of social order; mobilize, educate and reform people who have violated the law currently residing in the area; patrol to ensure security and order, traffic safety. Along with that, compete to build and replicate the beautiful images of the force participating in protecting security and order at the grassroots level.

The launching ceremony was held in both direct and online formats to districts, cities and towns.

The emulation movement implementation period until August 19, 2025 is divided into 2 phases: Phase 1, from October 18, 2024 to February 3, 2025. Phase 2 from February 4 to August 19, 2025.
