On September 24, the survey delegation of the Culture - Society Committee of the Ho Chi Minh City People's Council, led by Mr. Cao Thanh Binh, Head of the Culture - Society Committee, conducted a survey of the situation and performance of educational facilities, the grassroots health system, cultural and religious institutions and historical relics in Can Gio and Thanh An communes.

The working group visited Can Thanh Secondary School (Can Gio commune), inspected the actual facilities, laboratories, classrooms; continued to visit Tu Du Hospital, branch 2, Can Gio Cultural - Sports Service Center and Rung Sac War Zone relic. During the survey, the group also visited the Rung Sac Heroic Martyrs Temple, Can Gio.
According to the report of Can Gio commune leaders, the commune currently has 14 schools, 1 medical center and 2 medical stations, along with 9 religious establishments and 11 folk belief establishments. Social and cultural institutions have contributed to improving local social security. However, cultural and sports facilities are still lacking, and operating budget is limited. In particular, the majority of civil servants monitoring religious work are new, holding multiple positions, and have not received specialized training, so they face difficulties in implementing their work.

Thanh An island commune alone has 3 schools, 1 medical station, 1 cultural - sports center and library, 2 religious facilities and 6 folk belief facilities. The biggest difficulty of the island commune at present is the serious shortage of human resources. The commune has reduced from 7 civil servants in the field of culture and society to 3 positions but has to take on 8 job positions with 147 administrative procedures. This directly affects the workload and the effectiveness of implementing professional tasks.

Based on the above reality, the island commune recommends that the city soon issue specific policies for Thanh An island commune on developing culture, beliefs, preserving traditional festivals, associated with eco-tourism; at the same time, supplement appropriate staff for the socio-cultural field.

The survey trip is the basis for the HCMC People's Council to synthesize and objectively assess the current situation, clarify the results, shortcomings and difficulties in order to propose solutions, contributing to the effective development and implementation of the socio-cultural development plan, serving the goal of sustainable socio-economic development of the city.
