Responding to Storm Matmo: Hai Phong has 4 scenarios; Quang Ninh mobilizes 13,000 people to fight the storm

Hai Phong City has developed four scenarios and proactively prepared plans to respond to storm Matmo (storm No. 11). Meanwhile, communes, wards, and special zones in Quang Ninh have mobilized over 13,000 people to prepare for the storm.

According to the National Center for Hydro-Meteorological Forecasting, storm Matmo has now strengthened to level 12, gusting to level 15, and is likely to continue to strengthen.

To respond to the storm early and from a distance, ensure people's safety and minimize property damage, Hai Phong city has developed a plan to respond to storm Matmo with 4 scenarios.

Firstly, the storm near the East Sea, with strong winds of level 10-11, gusts of level 13 (natural disaster risk level 3: sea area east of the northern East Sea) moves into the East Sea and is likely to affect the city area.

Second, the storm in the East Sea, with strong winds of level 12, gusts of level 15 (natural disaster risk level 3: sea area north of the northern East Sea area) is likely to affect coastal areas and mainland of the city.

Third, storms on land, strong storm winds of level 10, gusts of level 13 (level 3 natural disaster risk) directly affect the city area.

Fourth, storm on land, strong storm winds level 7-8, causing heavy rain in the city, floods on rivers exceeding warning levels (level 3 natural disaster risk).

Hai Phong City People's Committee also directed that there must be absolutely no negligence or subjectivity. Organize monitoring, updating, and grasping the storm's developments and the local situation; focus on leading, directing, reviewing, and updating plans, and be ready to immediately deploy storm response measures with the most drastic spirit, early and from afar, proactively taking response measures at the highest level, anticipating the worst-case scenario to ensure the safety of people's lives, limit damage to people's and state's property, and not be passive or surprised in any situation...

In Quang Ninh , Mr. Bui Van Khang, Chairman of the Provincial People's Committee, said that proactively responding to and preventing storm Matmo is the best measure to minimize damage. Therefore, units and localities absolutely must not be subjective or negligent.

To respond to storm No. 11 in an early and remote spirit, it is necessary to deploy immediately from the grassroots level. Clearly define responsibilities, especially for the heads of Party committees, authorities, and units in preventing and responding to storm No. 11 according to the "4 on-site" motto and clearly assign people, tasks, and areas, and seriously implement 24/7 on-call duty.

Along with that, increase information about storm developments for the general public to proactively take preventive measures; publicize hotline numbers of communes, wards, and special zones so that people know, contact when needing support, and prepare forces and means to deploy rescue work when there is a situation...

According to the People's Committee of Quang Ninh province, military units in the area are ready to mobilize over 4,000 people to participate in storm prevention and control. At the same time, they are ready with supplies, equipment, and communication plans.

Communes, wards and special zones have mobilized over 13,000 people to prepare for storm prevention and control. Fishing boats have been informed about the storm and returned to their anchorage on October 4. Aquaculture facilities have been reinforced and focused on bringing people ashore before 12 noon on October 5.
