The activity of pedaling to sightsee and relax on Xuan Huong Lake, a symbol of Da Lat tourism, has existed for the past 30 years, but now has to stop.

The duck pedal boat activity within the protection area of ​​Xuan Huong Lake irrigation works (Da Lat City, Lam Dong ) has existed since before 1990. For more than 30 years, this service has provided healthy recreational activities on the lake surface, creating a beautiful, lively scene in the area, loved and participated by tourists.

The relaxing activity of pedaling on Xuan Huong Lake has existed for the past 30 years and is loved by tourists.

The Center for Investment Management and Exploitation of Irrigation Works in Da Lat (the unit managing and exploiting the water surface of Xuan Huong Lake) said that currently on the surface of Xuan Huong Lake, there are 3 organizations and individuals operating Pedalo within the 38-hectare water surface area of ​​the lake, including: Lam Dong Tourism Joint Stock Company Branch (Thuy Ta Restaurant); Da Lat Urban Services Joint Stock Company and Nguyen Tran Anh Duy Business Household with a total of 95 Pedalos and 3 rescue canoes. This activity has always ensured the safety of tourists and irrigation works, as well as the surrounding environment.

However, according to the People's Committee of Da Lat City, the business of this type of service must comply with the provisions of the 2017 Law on Irrigation and Decree 67/2018/ND-CP dated May 14, 2018 of the Government detailing a number of articles of the Law on Irrigation.

According to the Law on Water Resources, this activity must be licensed.

Therefore, the units exploiting this service must and have made a license application at the Department of Agriculture and Rural Development but have not yet been granted an operating license. Therefore, the People's Committee of Da Lat City has requested the Da Lat Center for Investment Management and Exploitation of Irrigation Works to terminate the contract and stop the Pedalo service at Xuan Huong Lake.

Mr. Vo Van Nhut, Deputy Director of the Center for Investment Management and Exploitation of Irrigation Works in Da Lat, said that he had invited these three units to request that they stop operating this type of business and complete the relevant procedures to obtain a license. Only when they have the license can these units start operating.

For the past month, more than 90 Pedalos have been idle and stopped operating.

Talking to Thanh Nien , Mr. Nguyen Duc Thuan, Head of Technical Business Planning Department, Da Lat Urban Services Joint Stock Company, said that the company has been operating Pedalo service on Xuan Huong Lake for 20 years now. Every year, the company also pays water surface rental and irrigation fees to the Xuan Huong Lake management unit.

"We have submitted an application for a license. We hope that while we are waiting for the licensing procedures to be completed, we will request permission from the authorities to continue operating this Pedalo service. Preparing the ground to move the Pedalos to another location is very difficult. If we move the Pedalos to the shore, they will quickly be damaged," said Mr. Thuan.
