Why does Dak Nong's Disaster Prevention and Control Fund only reach 29%?

In 2023, natural disasters killed 2 people; 378 houses and structures collapsed, had their roofs blown off, and were flooded. Of these, 138 houses had to be evacuated due to flooding and landslides; over 1,100 hectares of crops were flooded; over 1,000 livestock and poultry died, and many infrastructure works were eroded and damaged...

Damage caused by natural disasters in 2023 in the province is estimated at about 1,000 billion VND. In the first 6 months of 2024, the total value of damage caused by drought and storms in Dak Nong is about 331 billion VND.

Large damage and impacts require large resources to support recovery, especially local resources from the Disaster Prevention and Control Fund (DPF).

However, over the past years, Dak Nong's fund collection has not met the plan, causing many difficulties for PCTT resources and failing to meet expectations.

Landslides are a natural disaster that caused great damage to infrastructure in Dak Nong.

In 2023, the PCTT fund only collected over 3.3 billion VND, reaching only 29% of the plan. Of which, the main revenue from agencies, administrative units, armed forces, districts and cities reached high levels. Meanwhile, revenue from economic organizations only reached 16% of the plan.

According to Mr. Le Trung Kien, Deputy Director of Dak Nong Disaster Prevention Fund, one of the biggest difficulties is regulating the contribution level from economic organizations.

According to Decree No. 78/2021/ND-CP, the mandatory contribution is 0.02% of the total asset value, but many businesses do not fully understand this regulation. Businesses consider the contribution to the fund as a voluntary support, leading to delays in financial obligations to the PCTT fund.

Most of the small and micro enterprises in the province face difficulties in production and business. This directly affects the ability of the enterprises to contribute.

Fluctuations in personnel within businesses also create difficulties in determining accurate figures for fund collection.

The PCTT Fund's staff mainly works on a part-time basis, with a small number of employees. This makes consulting and organizing the implementation of tasks more difficult, affecting the progress and efficiency of work.

Despite many difficulties in fund collection, Dak Nong still implements expenditures for disaster prevention and response in accordance with regulations.

Total expenditure on natural disaster prevention and control in 2023 will reach over 3.9 billion VND, used for many practical activities such as: building software to calculate damage statistics, supporting agricultural production, providing information on natural disaster forecasting...

The difference between revenue and expenditure of the fund shows a worrying situation. Although many resources have been spent on PCTT work, the mobilization of these contributions has not been really effective.

To improve the situation of collecting PCTT funds in the coming years, it is necessary to have stronger measures in propaganda and legal education on PCTT funds.

Local media agencies need to step up information and propaganda so that people and businesses better understand their obligations.

District People's Committees need to direct local PCTT funds to be more proactive in urging fund collection; publicizing the list of organizations and individuals that have fulfilled their contribution obligations can create positive pressure for businesses to comply.

It is necessary to amend some articles in Decree No. 78/2021/ND-CP. Specifically, it is necessary to clearly stipulate the organizational model and expenditure levels for the PCTT fund to create more favorable conditions for performing related tasks.
