Vietnam - Russia strengthen scientific and educational cooperation

The meeting between the leaders of the Ministry of Science and Technology (MOST) of Vietnam and the Ministry of Science and Higher Education of the Federal Republic of Germany agreed on many practical cooperation orientations in human resource training and research in strategic technology fields, contributing to strengthening the S&T and education partnership between the two countries.

On September 15, 2025, in Hanoi, Deputy Minister of Science and Technology (MOST) Bui The Duy had a working session with Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky. Also attending on the side of the Ministry of Science and Technology were representatives of the National Foundation for Science and Technology Development, the Department of Science, Technology and Engineering and the Department of International Cooperation.

Deputy Minister Bui The Duy took a souvenir photo with the working delegation of the Ministry of Science and Higher Education of the Russian Federation led by Deputy Minister Konstantin Mogilevsky.

At the meeting, the two sides reviewed the outstanding results of cooperation in recent times, especially joint research programs and science and technology human resource training activities. Deputy Minister Mogilevsky affirmed that the Russian Government always attaches importance to supporting Vietnamese students, with about 1,000 scholarships awarded each year.

To make more effective use of this valuable resource, Deputy Minister Bui The Duy proposed expanding short-term scholarship programs from 6 to 12 months. This solution will create conditions for young Vietnamese scientists to improve their research capacity, meeting development requirements in the new period.

The two sides also agreed on the direction of cooperation for the Vietnam-Russia Science and Education Year 2026, while promoting coordination in applied research on science and technology to address global challenges such as climate change, urban development and improving labor productivity. The focus of cooperation will be on advanced technology fields that are attracting international attention such as artificial intelligence (AI), blockchain, new generation biotechnology, UAVs and clean energy... fields belonging to the group of strategic technologies approved by the Vietnamese Government in recent times.

The meeting between Deputy Minister Bui The Duy and Deputy Minister Konstantin Mogilevsky opened up concrete and practical steps for the Vietnam-Russia science, technology and education cooperation. With the determination of both sides, bilateral cooperation promises to develop more and more deeply, bringing practical benefits to the people of the two countries.
