At the talks, President Luong Cuong affirmed that the Party and State of Vietnam always consider strengthening and developing Vietnam-China relations an objective requirement, a strategic choice and a top priority in overall foreign policy.

General Secretary and President of China Xi Jinping affirmed his support for Vietnam in moving towards socialism in accordance with the country's situation and supporting Vietnam to successfully organize the 14th National Congress.
In an atmosphere of friendship, sincerity, trust and openness, the two heads of state expressed their delight at the positive developments in Vietnam-China relations in recent times, especially after the mutual visits between General Secretary To Lam and General Secretary and President of China Xi Jinping in two consecutive years 2024 and 2025.
The two sides had in-depth discussions on directions and major measures to further deepen the comprehensive strategic cooperative partnership and build a Vietnam-China community of shared future of strategic significance in the coming time.
President Luong Cuong suggested that the two sides continue to increase high-level and all-level contacts between key sectors of diplomacy, defense, and security; improve the effectiveness of theoretical research exchanges; strongly promote substantive cooperation, with key areas being science, technology, innovation, high-quality human resource training, accelerate strategic transport connectivity with priority given to railway cooperation, raise the level of high-quality investment, promote economic-trade, education, and tourism cooperation for balanced and sustainable development.
President Luong Cuong suggested that both sides make efforts to create a favorable atmosphere for the overall bilateral relations that are progressing well; strengthen friendship propaganda, and organize people-to-people exchange activities so that people of the two countries, especially the younger generation, can better understand the tradition of Vietnam-China friendship.
Regarding maritime issues, the President stressed that both sides need to make efforts to better control and handle disagreements, put themselves in each other's shoes, respect each other's legitimate and legal interests, in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
Appreciating the cooperation proposals of President Luong Cuong, General Secretary and President of China Xi Jinping agreed to promote high-level and all-level exchanges, increase the exchange of experience in Party building and national governance, and successfully implement the meeting of the Steering Committee for Bilateral Cooperation and the 3+3 strategic dialogue mechanism.
Emphasizing the importance of mutually beneficial cooperation between the two countries, General Secretary and President of China Xi Jinping suggested that the two sides soon organize the First Meeting of the Joint Railway Cooperation Committee; strengthen cooperation in emerging fields, continue to effectively implement activities in the Year of Humanitarian Exchange to celebrate the 75th anniversary of the establishment of diplomatic relations, and effectively carry out humanitarian aid projects, bringing practical and concrete benefits to the people of the two countries.
The two leaders also exchanged views on a number of international and regional issues of mutual concern, agreeing to maintain coordination and cooperation in multilateral forums, promoting peace, cooperation and development in the region and the world.
