This is an important preparatory step for large-scale wind power production projects, contributing to bringing Vietnam closer to the goal of becoming a pioneer in green energy in the region.

The NASA OSW (OffShore Wind) wind measurement dataset is the result of the research project “Promoting Vietnam’s marine spatial planning for offshore wind energy development” conducted by the US National Aeronautics and Space Administration - NASA JPL. The wind speed and total wind volume measurements off the coast of Vietnam have been collected by NASA satellite radar for more than a decade, focusing on areas along the coast, around islands and shoals, with a scale of up to more than 1 million km².
The project is funded by the US Department of State with the coordination of the US Embassy in Vietnam and the FIMO Center, starting from the end of 2023, announcing the results in mid-2025. The data is provided in a standard geocoding format (geotiff), received, stored, and used by FIMO.
Under the agreement, FIMO will provide VinEnergo with the NASA OSW wind measurement dataset for application in research, survey and investment activities of offshore wind energy projects. With accurate, complete data, legal origin and necessary technical support from FIMO, VinEnergo can optimize pre-feasibility study steps, shorten the preliminary survey time and minimize initial costs. The transfer of the dataset will be done via cloud storage services and external hard drives.
Speaking at the signing ceremony, Mr. Bui Quang Hung - Director of FIMO Center said: "The transfer of NASA OSW wind measurement data not only contributes to Vietnam's energy transition but also supports planning activities and sustainable power development in the era of industry 4.0. This is an important advantage that only Vietnam and the United States have, and is also part of the activities to strengthen the comprehensive strategic partnership between Vietnam and the United States."
Mr. Nguyen Anh Khoa - VinEnergo representative also shared: “By cooperating with FIMO and receiving the highly accurate NASA OSW wind measurement data set, VinEnergo can optimize pre-feasibility study steps, shorten the preliminary survey time and minimize initial costs. Thereby, future offshore wind power projects will have a solid scientific basis, be more feasible and effective. In particular, the wind data set will be an important foundation to help VinEnergo realize the goal of increasing the total capacity to 80GW of all types of electricity by 2035, including foreign markets”.
This is the first time Vietnam has had a source of offshore wind measurement data at a detailed and accurate level, serving the development of the wind power industry in the future. The cooperation between VinEnergo and FIMO has laid an important foundation for the strategy of exploiting offshore wind potential, contributing to ensuring national energy security and moving towards the country's goal of net zero emissions by 2050.
