
Stuck in titanium mine, coastal road sluggish
The project to renovate the coastal axis road DT719B, Phan Thiet - Ke Ga section, has a length of 25.61 km, with a total investment of more than 1,274.3 billion VND. Up to now, the project has completed about 80% of the volume. Of which, the section from National Highway 1A to Suoi Nhum Bridge (17.8 km) has been completed and put into operation. However, the remaining 3.88 km of the route passing through the titanium mine of Tan Quang Cuong Company Limited has not yet been handed over. In addition, the project also encountered difficulties in the relocation of the 110 kV high-voltage power line through Tan Thanh commune related to the land area of some households.
Chairing a recent meeting on the project's progress, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai expressed his dissatisfaction with the slow progress, despite the Provincial People's Committee's repeated direction and urging. The Vice Chairman of the Provincial People's Committee requested Tan Quang Cuong Trading Company Limited to urgently complete the documents related to the mine closure in areas 1 and 4, and submit them to the Ministry of Agriculture and Environment before September 10, 2025, to hand over the site. For areas 2 and 3, the units must focus on exploitation, land reclamation, and mine closure to hand over the site, ensuring completion before February 2026. For the area related to the high-voltage power line, the People's Committee of Tan Thanh commune will coordinate with the Provincial Land Fund Development Center to promptly complete the remaining compensation documents and hand over the site in October 2025.
Do not let capital and land be behind schedule
The DT719B Road Project, Hon Lan - Tan Hai section, has a total length of 8.7 km of main route and 1.7 km of branch route, with a total investment capital of more than 663 billion VND from the central and provincial budgets. Up to now, the project has cleared more than 90% of the land (9.3/10.3 km), of which Tan Thanh commune has reached 90% and Tan Hai commune has reached 90.7%. However, the construction progress has only reached about 32% of the contract volume.
Although the site has been handed over about 90%, meeting the construction plan, the contractor's limited financial capacity is causing the progress to be slower than required. Comrade Nguyen Hong Hai directed: The Traffic Works Project Management Board must change its management method, focus on handling existing problems and urge contractors to overcome the slow progress. It is impossible to let the site be available but the project is still behind schedule. The Management Board needs to seriously learn from experience. Localities must hand over all the site before October 30. Regarding capital, the plan for 2025 is more than 185 billion VND, but currently only more than 16 billion VND has been disbursed, reaching 8.7%. The Vice Chairman of the Provincial People's Committee also requested that 100% of the allocated capital for 2025 must be disbursed. Meanwhile, the progress of the Van Thanh Bridge project is still slow compared to the direction of the Provincial People's Committee, mainly due to problems in site clearance. There are currently 14 households that have not yet handed over the site because they have not yet agreed on the support price and relocation plan. Up to now, only about 54% of the contract volume has been completed. In 2025, the project was allocated more than 103.6 billion VND in capital but only more than 10.6 billion VND has been disbursed, reaching 10.28%. Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Traffic Works Project Management Board to direct the contractor to closely coordinate with local authorities and promptly receive the site as soon as conditions are met to speed up the construction progress.
According to representatives of the People's Committee of Tan Thanh Commune, Tan Hai Commune, Binh Thuan Ward, and Tien Thanh Ward, these two projects still have a number of households and organizations that have not agreed on support and compensation prices and have not yet handed over the site. The locality is mobilizing the handover of the site. If the site is not handed over by the end of October, a plan for enforcement will be developed.
