Cha Nga village is located in the upper reaches of the Nam Non River, bordering the Vietnam-Laos border. Previously, the only way to get to the village was on foot or by motorbike. However, the terrible flood at the end of July destroyed and completely buried the road. Therefore, traveling between Cha Nga village and the center of My Ly commune cannot be done by the old route.

In the recent flood, 36 houses in Cha Nga village were swept away and completely damaged. Due to long-term isolation, food reserves and supplies provided by the local government and border guards were running low, so many people risked their lives to find their way to the commune center to get food to carry back.

Mr. Luong Van Bay, Chairman of the People's Committee of My Ly Commune, said that with the motto of not letting people go hungry or thirsty, the local government has mobilized forces and the My Ly Border Guard Station to find ways to bring rice and necessities to help people. On August 15, the forces brought about 2 tons of goods into the village.

To bring rice and necessities to help the people was an extremely arduous, dangerous, and difficult journey. The forces had to transport them by motorbike through landslides and mud to Xang Tren village. From here, the goods were carried along the Nam Non riverbank with rugged terrain to the boat landing in Xop Duong village. From Xop Duong, they were transported by boat up the Nam Non river to Cha Nga village. This arduous journey lasted a day.
